While literacy has always been central to language planning work, there are fewer studies which focus primarily on literacy as a language planning activity. This volume investigates the complex issues and social and political pressures relating to literacy in a variety of language planning contexts around the world.

The book proposes a paradigm shift in language planning and language policy in Africa. For the past fifty years, the dominant model has been the hegemonic model whereby a language of wider communication (LWC) is imposed on minority languages. It is now time for a paradigm shift in favor of a more egalitarian model in which all the languages spoken in the same country, irrespective of their size, are planned. The paradigm shift concerns four critical areas: status planning, cost-benefit planning, acquisition planning, and corpus planning. Such a shift is justified for the following reasons: First, the hegemonic model has a dismal track record of success in Africa and elsewhere. Second, the hegemonic model exacerbates linguistic conflicts in many countries. Consequently, policy makers shun it for fear of jeopardizing the fragile social fabric in their respective countries. Last, a shift away from the hegemonic model is recommended because it is too costly to implement. The "democratic model" is undergirded by the Strategic Game Theory proposed by David Laitin. It forecasts a 3±1 language outcome for most African countries. This outcome supports the "three language formula" now called for by the United Nations Development Program (UNDP).

The author concludes from these data that dynamic identity construction, followed by willingness to act in conformity with expectations, are key elements in the planned behaviour and reasoned action which all authorities take in relation to language."--BOOK JACKET.

The three extended case studies contained in this volume draw together the literature on each of the polities to present an overview of the existing research available, while also providing new research-based information. The purpose of this volume is to provide an up-to-date overview of the language situation in each polity based on a series of key questions, in the hope that this might facilitate the development of a richer theory to guide language policy and planning in other polities where similar issues may arise. This volume is the result of a colloquium on socio-political dimensions of language policy and language planning held at the 1997 American Association of Applied Linguistics (AAAL) Conference. The focus is on language planning and policy in the USA, but the issues raised will be applicable to other parts of the world as well. Three broad issues are addressed: general aspects, case studies dealing with certain languages or ethnic groups, and language planning in practice. The first, general, part, provides a historical analysis of language planning and language policy in the US, and proceeds to deal with maintenance and loss of indigenous languages, and the constraints imposed by current policies and how these constraints can be effectively dealt with. The second part contains a number of case studies. It discusses aspects of planning policies pertaining to pidgin languages, gestural languages used by the deaf (ASL) and constraints in foreign language education; this part also raises issues relating to ethnic groups, concentrating on the position of Mexicans and Puerto Ricans in the US. In the third part some practical issues are raised by looking into the role of language and culture in teaching reading, foreign language policy in higher education, Hawaiian language regenisis, and gender neutralization in American English. The book is a tribute to Charlene Junko Sato, a sociolinguist and a language activist. She died in 1996 and will be remembered for her work not only in linguistics, but also for her dedication in advancing Hawaiian Pidgin, influencing language policy through various publications and court-room appearances.

This volume provides an in-depth analysis of the attempts of language experts and governments to control language use and development in Eastern Europe, Eurasia and China through planned activities generally known as language planning or language policy. The ten case studies presented here examine language planning in China, Russia, Tatarstan, Central Asia, Ukraine, Lithuania, Latvia, Poland, Slovakia and the Czech Republic, and focus in particular on developments and disputes that have occurred since the ‘fall of communism’ and the emergence of a new order in the late 1980s.
