In the aftermath of the global financial crisis of 2008 and the ensuing Great Recession of 2008 to 2013, the economic debate has begun to shift towards 'rebalancing' the UK economy, away from an over-reliance upon consumerism and the financial sector to generate growth, towards more sustainable productive activities. The fallout from the financial crisis exposed the systemic failings of the dominant neo-liberal model to deliver balanced growth and there is now increasing recognition this 'rebalancing' might best be achieved through the state pursuing an active 'industrial policy'. Thus, after a long hiatus, industrial policy is back in vogue at regional, national, and EU levels driven by concerns over competitiveness, globalisation, de-industrialisation, unemployment, and the comparatively slow growth of the British and EU economies especially in this post-recession phase. Foreign aid has been an area of active scholarly investigation since the end of the Second World War, but particularly since the early 1950s when a large number of the erstwhile colonies became independent. Few areas of public policy involving the developed and developing countries have aroused more passion and ideological debate than foreign aid. In spite of the massive amount of research in the field, there is still not enough work in two areas: the first involves the mechanisms through which aid influences the economies of the donor and the recipient countries; and the second, country-specific assessments of the effectiveness of foreign aid. Foreign Aid: New Perspectives is aimed at making a contribution in these two areas. The contents of this volume are divided into four parts. On the other hand, the models of operation in real-time optimization allow us to extend decisions to smart water systems in order to improve the efficiency of the water network and ensure more reliable and flexible operations, maximizing cost, environmental, and social savings associated with losses or failures. The data obtained in real time instantly update the network model towards digital water models, showing the characteristic parameters of pumps, valves, pressures, and flows, as well as hours of operation towards the lowest operating costs, in order to meet the requirement objectives for an efficient system.
