EU security governance assesses the effectiveness of the EU as a security actor. The book has two distinct features. Firstly, it is the first systematic study of the different economic, political and military instruments employed by the EU in the performance of four different security functions. Social policy in East and West finds itself today in the middle of a fundamental transition. The former communist countries of Central and Eastern Europe and the successor states to the former Soviet Union are attempting to create the institutions needed for a modern market economy and a modern democratic welfare state. At the same time, the mature welfare states of Europe are struggling to solve the contemporary financial crisis of their systems of social entitlements. Because of fundamental economic and demographic trends, these systems will become increasingly difficult to sustain over the coming decades. The contributors overwhelmingly agree that it would be mistaken policy to simply copy the institutions of Western welfare states to the Eastern economies in transition. Instead one can learn much from the experience gathered over the past half century in Western welfare states.

This book examines the role played by the parties themselves in two-party systems. It rejects the argument that the behaviour of the parties is determined largely by social forces or by the supposed logic of the electoral market. Instead, it shows that both structure and agency can matter. It focuses on three major aspects of change in two-party systems: (i) why occasionally major parties ( such as the British Liberals) collapse; (ii) why collapsed parties sometimes survive as minor parties, and sometimes do not; and (iii) what determines why, and how, major parties will ally themselves with minor parties in order to maximize their chances of winning. With respect to the first aspect it is argued that major parties are advantaged by two factors: the resources they have accumulated already, and their occupying role similar to that called by Thomas Schelling a "focal arbiter". Consequently, party collapse is rare. When it has occurred in nation states it is the result of a major party having to fight opposition on "two separate fronts". The survival of a collapsed party depends largely on its internal structure; when a party has linked closely the ambitions of politicians at different levels of office, party elimination is more likely. The main arena in which agency is significant - that is, when leadership is possible, including the politician acting as heresthetician - is in the re-building of coalitions. This is necessary for maximizing the chances of a party winning, but, for various reasons, coalitions between major and minor parties are usually difficult to construct. This book provides a comparative and transnational examination of the complex and multifaceted experiences of anti-labour mobilisation, from the bitter social conflicts of the pre-war period, through the epochal tremors of war and revolution, and the violent spasms of the 1920s and 1930s. It retraces the formation of an extensive market for corporate policing, privately contracted security and yellow unionism, as well as processes of professionalisation in strikebreaking activities, labour espionage and surveillance. It reconstructs the diverse spectrum of right-wing patriotic leagues and vigilante corps which, in support or in competition with law enforcement agencies, sought to counter the dual dangers of industrial militancy and revolutionary situations. Although considerable research has been done on the rise of socialist parties and trade unions the repressive policies of their opponents have been generally left unexamined. This book fills this gap by reconstructing the methods and strategies used by state authorities and employers to counter outbreaks of labour militancy on a global scale. Professional politicians have increasingly come under public attack in most democratic countries. Yet they have received surprisingly little systematic attention in political science. This book demonstrates that there are both striking similarities between professional politicians in different countries and notable national peculiarities. The introduction develops a common conceptual framework for the chapters to follow. Using Mosca's term and Weber's seminal insights it reconstructs the concept of political class to grasp the degree of common interests shared by politicians of different parties and in different institutions. Thereby, it presents an innovative perspective on politicians. The twenty country chapters written by scholars from sixteen countries both provide up-to-date information on professional politics in their countries and discuss the merits of the theoretical approach. In doing so, they follow a common format thus facilitating a comparative reading of particular aspects. Each chapter looks at the historical process of professionalization, the institutional context of professional politics, the size of the political class in each country, typical career paths, the renumeration of politicians, and recent reform debates.
