Return migration has received growing levels of attention in both academic and policy circles in recent years, as the African diaspora's role in contributing to the development of their country of origin has become apparent. However, little is known about the lived experiences of those who come back, and even less about the ways in which their return shapes socio-political dynamics on the ground. This book aims to unpack the complexities of migrant transnational experiences as situated in global political and economic processes. In particular, the book takes the case of the return of skilled and educated Somalis from Western Europe and North America, in an attempt to recast the idea of diaspora return and transnational ethnography in a more political light, and to show how these returnees are both subject to and generative of important political conditions that are transforming Somaliland society. Overall, the book captures the complexities of the migrant's position, showing that "return" is rarely permanent, and that success comes from perpetuating the transnational stance. This book will appeal to scholars of migration, diaspora, development and African studies, as well as to those interested in the Somali case specifically, the third biggest community of refugees in the world.

Many African migrants residing abroad nurture a hope to one day return, at least temporarily, to their home country. In the wake of economic crises in the developed world, alongside rapid economic growth in parts of Africa, the impetus to 'return' is likely to increase. Such returnees are often portrayed as agents of development, bringing with them capital, knowledge and skills as well as connections and experience gained abroad. Yet, the reality is altogether more complex. In this much-needed volume, based on extensive original fieldwork, the authors reveal that there is all too often a gaping divide between abstract policy assumptions and migrants' actual practices. In contrast to the prevailing optimism of policies on migration and development, Africa's Return Migrants demonstrates that the capital obtained abroad is not always advantageous and that it can even hamper successful entrepreneurship and other forms of economic, political and social engagement.

International Migrations have become a central topic in the Humanities in the last years. Understanding migration requires a closer look at the migratory phenomena and the continuities within the societies involved in the migration process. This volume intends to overcome simplistic views on migration and the shortcomings of a push and pull-factor analysis. Instead, the perspective of the migrants themselves orients the approach of "cultures of migration". In this view, migration becomes a complex issue, and motives and acceptance of migration appear to be a matter of negotiations, in the migrants' societies of origin and in the host societies as well. The present volume brings together a number of essays exploring the cultures of migration in various contexts. It is organised in three sections, dealing with "Migrations as Encounters", "Migration as Challenge", and "Transcontinental Migrants". Ten contributions, each based on original fieldwork in various parts of Africa, examine the validity of the concept of "cultures of migration", as explained in the introduction.

This edited contribution explores strategies and measures for leveraging the potential of skilled diasporas and for advancing knowledge-based evidence on return skilled migration and its impact on development. By taking the example of Indian skilled migration, this study identifies ways of involving returned skilled migrants in home country development as well as proposes approaches to engage the diaspora in development. As high-skill immigration from India to mainland Europe is a rather recent phenomenon, the activities of Indian professionals in Europe are under-researched. The findings have wider application in contributing to the policy dialogue on migration and development, specifically to the advantage for developing and emerging economies. The book employs an interdisciplinary, two-fold approach: The first part of the research looks at how international exposure affects the current situation of skilled returnees in India. The second, European, part of the research examines migration policies, labour market regulations and other institutional settings that enable or hinder skilled Indians’ links with the country of origin. Structural differences between the host countries may facilitate different levels of learning opportunities; thus, this book identifies good practices to promote the involvement of Indian skilled diaspora in socio-economic development. In applying the framework of diaspora contributions as well as the return channel to study the impact on India, the book draws on qualitative and quantitative research methods consisting of policy analysis, in-depth interviews with key experts and skilled migrants and on data sets collected specifically for this study.

"The paper analyzes migration from Zambia in order to understand how migration policy can support development in the least developed countries. Overall emigration from Zambia is not high by regional standards, but the pattern of migration is skewed toward the skilled and away from the unskilled. A development-friendly approach to migration for Zambia would strive to ensure the temporariness of both types of movement. First, industrial countries may be willing to accept a higher level of unskilled immigration if they could be certain that it is temporary. Second, any adverse effects of brain drain would be greatly alleviated if skilled emigration is temporary. The problem is that host countries cannot unilaterally ensure temporariness of unskilled migration because repatriation cannot be accomplished without the help of source countries like Zambia, and source countries today have little incentive to facilitate the return of the unskilled. At the same time, source countries like Zambia cannot unilaterally ensure temporariness of the skilled because repatriation cannot be accomplished without the help of the host countries, and host countries currently have little incentive to send back the skilled. So, there is a strong case and considerable scope for cooperation between source countries like Zambia and destination countries in the design and implementation of migration policy so that unskilled migration becomes feasible and skilled migration takes a more desirable form." -- Cover verso.
