At the same time the nation and its armed forces are developing new concepts of homeland security to defend the country in the war on terrorism. Officers who participated in the Advanced Strategic Art Program (ASAP) during Academic Year 2002 wrote the individual chapters.

A leading intellectual historian of Latin America here examines the changing political ideas of the Mexican intellectual and quasi-governmental elite during the period of ideological consensus from the victory of Benito Juárez of 1867 into the 1890s. Looking at Mexican political thought in a comparative Western context, Charles Hale fully describes how triumphant liberalism was transformed by its encounter with the philosophy of positivism. In so doing, he challenges the prevailing tendency to divide Mexican thought into liberal and positivist stages. The political impact of positivism in Mexico began in 1878, when the "new" or "conservative" liberals enunciated the doctrine of "scientific politics" in the newspaper La Libertad. Hale probes the intellectual origins of scientific politics in the ideas of Henri de Saint-Simon and Auguste Comte, and he discusses the contemporary models of the movement the conservative republics of France and Spain. Drawing on the debates between advocates of scientific politics and defenders of the Constitution of 1857 in its pure form, he argues that the La Libertad group of 1878 and their heirs, the Cientificos of 1893, were constitutionalists in the liberal tradition and not merely apologists for the authoritarian regime of Porfirio Díaz. Hale concludes by outlining the legacy of scientific politics for post-revolutionary Mexico, particularly in the present-day efforts to inject "democracy" into the political system. In addition to the important breaking points of the last century – such as the abolition of the Caliphate, the World Wars, the Cold War, the collapse of the Soviet Union, the Iranian Revolution and the foundation of a ‘New World Order’ which directly affected Muslim societies – the new conjuncture formed in the wake of the 9/11 attacks brought about various structural problems and changes in the Muslim world. Political and economic developments in the last ten years in particular have brought many Muslim countries to the edge of crisis. Along with political, economic and social issues, the fact that modernisation and secularisation have become dominant in Muslim societies shows that the outcomes of these changes are of great importance. In this respect, this book offers a significant contribution to debates on the processes of change and transformation in the Muslim world. In addition to theoretical debates, the main dynamics of political and social change in Muslim societies are discussed here using specific examples from each country. As such, this volume will provide the reader with a practical understanding of the historical turning points in the Muslim world over recent years.

No other city in the Indian subcontinent can lay claim to having so many lives as Delhi. This book examines Delhi in the politically and culturally dynamic nineteenth century which was marked midway by the 1857 uprising against British colonial rule as a watershed event. Following British occupation, Delhi became a receptacle for encounters between the centuries-old Mughal traditions and the incoming colonial ideal, producing a traditionalism-modernity binary. Employing the built environment lens, the book traces the architectural trajectory of Delhi as it transitioned from the seventeenth-century Mughal Badshahi Shahar (imperial city) first into a culturally hybrid Dilli-Delhi combine of the pre-uprising era and thereafter into a modern British city following the uprising. This transition is presented via four constructs that draw on the traditionalism-modernity binary of Mughal and British Delhi and include Marhoom Dilli (Dead Delhi); Picturesque Delhi; Baaghi Dilli (Insurgent Delhi) and Tamed Delhi. The book goes beyond the nineteenth century to examine the vestiges of Delhi’s four nineteenth-century lives in the present while making a case for their acknowledgement as a cultural asset that can propel the city’s urban development agenda. By bringing together the city’s past and its present as well as addressing its future, the book can count among its readers not just scholars but also those interested in cities and their evolving landscapes.

This book focuses on a simple dynamic: the taking in hand of a heritage, the variety of changes induced within it, and the handing on of that legacy to new generations. Our contributors suggest, from different standpoints, that this dynamic represented the essence of 'late antiquity'. As Roman society, and the societies by which it was immediately bounded, continued to develop, through to the late sixth and early seventh centuries, the interplay between what needed to be treasured and what needed to be explored became increasingly self-conscious, versatile, and enriched. By the time formerly alien peoples had established their 'post-classical' polities, and Islam began to stir in the East, the novelties were more clearly seen, if not always welcomed; and one witnesses a stronger will to maintain the momentum of change, of a forward reach. At the same time, those in a position to play now the role of heirs were well able to appreciate how suited to their needs the 'Roman' past might be, but how, by taking it up in their turn, they were more securely defined and yet more creatively advantaged. 'Transformation' is a notion apposite to essays in honour of Peter Brown. 'The transformation of the classical heritage' is a theme to which he has devoted, and continues to devote, much energy. All the essays here in some way explore this notion of transformation; the late antique ability to turn the past to new uses, and to set its wealth of principle and insight to work in new settings. To begin, there is the very notion of what it meant to be 'Roman', and how that notion changed. Subsequent chapters suggest ways in which fundamental characteristics of Roman society were given new form, not least under the impact of a Christian polity. Augustine, naturally, finds his place; and here the emphasis is on the unfettered stance that he took in the face of more broadly held convictions - on miracles, for example, and the errors of the pagan past.
