Adapting to Climate Change in Eastern Europe and Central Asia presents an overview of what adaptation to climate change might mean for the countries of the region of Eastern Europe and Central Asia (ECA). The next decade offers a window of opportunity for ECA countries to make their development more resilient to climate change.

European Climate Vulnerabilities and Adaptation: A Spatial Planning Perspective analyses the impacts climate change might have on regions and their local economies. Regions clearly differ in view of the complex patterns of climate change impact, but also regarding the given vulnerability and coping capacity. Impacts of climate change can have a marked effect on the functioning of regions and sectors of the society, if not properly addressed. Readiness to adapt to the impacts and lasting changes counts towards vulnerability of the regions. The book builds upon the findings of a project conducted under the European observation network for territorial development and cohesion (ESPON), The ESPON Climate project. Following the stipulations of the ESPON programme and the tender for this project the territorial focus is the raison d’être and methodological core of the project as a whole and its various research actions: The outcomes of each action will be focused on what impacts global climate change will have for the different European regions and how the regions can cope with the projected impacts in order to become less vulnerable to climate change. This book focuses on managing risks and building resilience to climate change, showcasing experiences from research, field projects and best practices to foster climate change adaptation in Eastern Europe that can be implemented elsewhere. Climate change affects countries in Eastern Europe, i.e. the Western Balkans and Southeast Europe in a variety of ways. Apart from severe floods, there are reports of decreasing water reserves in the southern regions, and of gradual changes in biodiversity and agricultural production. In the South Caucasus area, for instance, climate change models project a decline in precipitation and suggest that it will continue to become drier this century. Many Eastern European countries, especially the non-EU ones, have weak national climate policies, and transboundary collaborations, as well as limited public engagement in matters related to climate change. As a result, climate change poses a serious threat to their economic stability and development and to the sustainable development of the region. The above state of affairs illustrates the need for a better understanding of how climate change influences Eastern Europe, and for the identification of processes, methods and tools that may help the countries and the communities in the region to adapt. There is also a perceived need to showcase successful examples of how to cope with the social, economic and political problems posed by floods/droughts in the region, especially ways of increasing the resilience of agriculture systems and of communities. Addressing this need, the book presents papers written by scholars, social practitioners and members of government agencies involved in research and/or climate change projects in Eastern Europe.

The European Union (EU) has emerged as a leading governing body in the international struggle to govern climate change. The transformation that has occurred in its policies and institutions has profoundly affected climate change politics at the international level and within its 27 Member States. But how has this been achieved when the EU comprises so many levels of governance, when political leadership in Europe is so dispersed and the policy choices are especially difficult? Drawing on a variety of detailed case studies spanning the interlinked challenges of mitigation and adaptation, this volume offers an unrivalled account of how different actors wrestled with the complex governance dilemmas associated with climate policy making. Opening up the EU's inner workings to non-specialists, it provides a perspective on the way that the EU governs, as well as exploring its ability to maintain a leading position in international climate change politics.

Mitigation will not be sufficient for us to avoid climate change and we will need to adapt to its consequences. This book targets the development of adaptation policy in European countries with different relations between central and regional/local government.

The European continent is warming at more than twice the global average. The human and economic costs of higher temperature and more frequent and extreme natural disasters—already substantial in Europe—are expected to increase further unless suitable adaptation strategies are implemented. This paper shows that while Europe's overall vulnerability to climate risks is lower than other regions’, the countries in Central and Eastern Europe face greater human and economic costs from climate disasters compared to their advanced European peers, which are likely to further increase in the future. We use an ensemble of climate models to project future climates for each country in Europe, and identify the country whose present climate best approximates this projection. We rely on this information on countries’ representative future exposure to climate risks to calibrate country-level macro analyses of natural disasters, and how investment in adaptative infrastructure can help mitigate these shocks. We find that adaptation infrastructure can significantly reduce output losses from natural disasters, mitigate medium-term economic scarring, and support sustainable long-term growth. However, we show that effective implementation of adaption strategies in EMEs/LICs is likely to be constrained by limited domestic financial resources, weaker institutional quality, and may create policy trade-offs, if not accompanied by external support.

Life in Europe will indeed go on as the climate changes, but not in the same way as before. Climate change has taken centre stage in Eurpean and international politics. The fourth assessment report of the Intergovernmental Panel on Climate Change (IPCC), released in 2007, confirmedthat climate change is on eof the most serious threats to international security and the well-being of human kind. At the European level, climate change has become a major agenda item regularly discussed by the European Council. Internationally, the issue has become one of "high politics". Since 2005, it has been a top priority of the G-8 Summits, and both the UN Security Council and the UN General Assembly have placed it high on their agendas. World leaders are rallying to achieve a new global deal to combat global warming under the UN Framework Convention on Climate Change. Overall, there is hardly any high-level political encounter in which the issue is not discussed. The European Union as established itself as the most ptrominent international leader on the issue. It has been one of the most fervent supporters of the UN Framework Convention on Climate Change and its Kyoto Protocol, striving to sustain its leadership in the efforts to reach a new global agreement post-2012. The EU has also increasingly underpinned its international leadership position with domestic action. Most prominently, it introduced a greenhouse gas emissions trading scheme in 2005. The Period 2007-2008 saw a major overhaul and leap forward in the development of a renewed EU framework of policy and legislation to address climate change. Most importantly, the new EU climate policies include a set of legislative acts adopted in early 2009 and known as the "climate and energy package" that is designed to acheve the EU's target of reducing greenhouse gas emissions by 20% and increasing the share of renewable energies to 20% by 2020. This volume provides a timely overview and assessment of the development of the new EU climate policies with a focus on the new climate and energy package. Are EU climate policies sufficient to meet the environmental, economic and political challenge posed by global climate change? How do international and domestic climate poliies of the EU intereact and are they mutually supportive? Delivering a Climate Neutral Europe summarises the achievements of 25 years of EU Climate Policy, with the emphasis on what has been achieved under the Green Deal.
