An assessment of the capacity of the EU to coordinate actors and policies with regards to global development. The authors argue that the EU and its member states have the potential to act for global development when they are able to improve policy and actor coherence, such as through better linking of bilateral and community programmes.

The states from Central and Eastern Europe that joined the EU in 2004 and 2007 provide a fascinating series of case studies for scholars interested in politics, IR and development studies. The interest comes from the fact that never before had so many recipients of EU aid joined the Union and taken on the commitment to become aid donors. The journey from recipients of aid to aid donors is interesting because, not only does it tell us about development policy in CEE states, this policy area gives us an insight into governmental structures in CEE states, foreign policy priorities, public opinion, the role of NGOs/civil society and how well CEE states have taken on board the EU acquis (the EU’s rule book). The book also explores whether the development cooperation programmes of the majority of CEESs reflect the so-called "transition experience" of moving from authoritarianism and socialism to democracy and modern liberalism. It also explores the extent to which these donors are aligned with the approaches of the DAC donors. Finally, by extending the scrutiny to the bottom-up development activities of non-state actors and public opinion, the book will analyse the dynamics of the solidarity of the former ‘East’ with the global ‘South’. The world order as we know it is currently undergoing profound changes, and in its wake, so is foreign aid. Donors of foreign aid, development assistance or development cooperation around the world are already facing new challenges in the changing development architecture. This is an architecture that globally seems to become increasingly forgiving of foreign aid as a win-win concept that also meets the donors’ own national interests—something that has been an unofficial Japanese trademark for many years. This book examines Japan’s development assistance as it transitions away from Official Development Assistance and towards Development Cooperation. In this transition, the strong and reciprocal relationships between Japanese development policy and comprehensive security, diplomacy, foreign, domestic and economic policies are likely to become even more consolidated and integrated. The utilization of, and changes within, Japanese development policy therefore affects not only recipients of foreign aid but also the relationships Japan enjoys with its allies and strategic partners, as well as the relations to competing donors and rivals in the region and around the world. This volume offers new perspectives on the evolution of the trade–development nexus in the European Union against dramatic changes in the international context.
