This book examines the emerging maritime security scene in Southeast Asia. It considers highly topical implications for the region of possible strategic competition between China and India - the rising naval powers of Asia - with a possible naval "arms race" emerging between these countries both with naval force development and operations. As part of its "Look East" policy, India has deployed naval units to the Pacific Ocean for port visits and exercises both with East Asian navies and the US Navy, but India is also concerned about the possibility of the Chinese Navy operating in the Indian Ocean. Even as the US-India defence relationship continues to deepen, the US and China are struggling to build a closer links. China’s and India’s strategic interests overlap in this region both in maritime strategic competition or conflict – which might be played out in the Bay of Bengal, the Malacca and Singapore Straits and the South China Sea. The sea lines of communication (SLOCs) through Southeast Asian waters constitute vital "choke points" between the Indian and Pacific Oceans carrying essential energy supplies for China and other Northeast Asian countries. Any strategic competition between China and India has implications for other major maritime players in the Pacific and Indian Oceans, especially Australia, the Republic of Korea and Japan, as well as the US. This book identifies possible cooperative and confidence-building measures that may contribute to enhanced relations between these two major powers and dampen down the risks associated with their strategic competition.

Is naval conflict in the Asia-Pacific region becoming more likely? On the face of it, this seems likely; nearly all countries in the region are rapidly modernising their navies and expanding their maritime capabilities at a time of increasingly rancorous disputes over sovereignty. This is especially the case in the East and South China Seas, with their supply of fish and largely untapped resources in oil and gas. Across the region there is a growing recognition of the economic importance of the sea, both for its resources and for the crucial shipping it facilitates. But economic growth goes both ways, developing increasing interdependence between the countries of the region. Expanding trade is subject to serious threats from pirates, drug-smugglers and other forms of maritime crime, and navies and coastguards are coming together to combat them. Which will prevail, the tendency to compete, or the tendency to cooperate? In reviewing the maritime policies of the major countries of the region, this volume aims to answer this question.

Asia has already risen by most hard-power measures. But without an understanding of the downsides of Asia’s rise, the conventional narrative is incomplete, misleading, and inaccurate. Chung Min Lee explores the fundamental dichotomy that defines contemporary Asia. While the region has been an unparalleled economic success, it is also home to some of the world’s most dangerous, diverse, and divisive challenges. Contrary to prevailing wisdom, he says, Asia’s rise doesn’t mean the demise of the West. This book proposes a novel theoretical framework of "interactive arming" in order to explain armament dynamics in contemporary Asia. Frequently, the modernisation of contemporary naval forces in Asia is described as an "arms race," with the underlying assumption being that weapons acquisitions and increases in defence expenditure are competitive and bilateral and due to conflicting purposes or mutual fears. This book argues that the concept of an arms race is an unsuitable one for explaining contemporary military modernisation in 21st-century Asia. Instead, it proposes a novel and innovative concept of "interactive arming" and argues that what drives conflict is political rivalry, not weapons acquisitions. Instead of perceiving arming as abnormal behaviour, the book views arming as a natural strategic behaviour of states and military modernisation as a basic requirement for a state’s ability to survive. This book will be of much interest to students of Asian security, strategic studies and international relations in general.
