This book sets out to discuss what kind of ‘middle power’ Australia is, and whether its identity as a middle power negatively influences its relationship with Asia. The United States-Australia alliance has been an important component of the US-led system of alliances that has underpinned regional security in the Indo-Pacific since 1945. However, recent geostrategic developments, in particular the rise of the People’s Republic of China, have posed significant challenges to this US-led regional order. In turn, the growing strategic competition between these two great powers has generated challenges to the longstanding US-Australia alliance. Both the US and Australia are confronting a changing strategic environment, and, as a result, the alliance needs to respond to the challenges that they face. The US needs to understand the challenges and risks to this vital relationship, which is growing in importance, and take steps to manage it. On its part, Australia must clearly identify its core common interests with the US and start exploring what more it needs to do to attain its stated policy preferences. This book consists of chapters exploring US and Australian perspectives of the Indo-Pacific, the evolution of Australia-US strategic and defence cooperation, and the future of the relationship. This book provides a diplomatic history of a turning point in Antarctic governance: the 1991 adoption of comprehensive environmental protection obligations for an entire continent, which prohibited mining. Solving the mining issue became a symbol of finding diplomatic consensus. The book combines historiographic concepts of contingency, conjuncture and accidental events with theories of structural, entrepreneurial and intellectual leadership. Drawing on archival documents, it shows that Antarctic governance is more adaptive than some imagine, and policy success depends on the interplay of normative practices, serendipitous events, public engagement and influential players able to exploit those circumstances. Ultimately, the events revealed in this book show that the protection of the Antarctic Treaty itself remains as important as protecting the Antarctic environment.

Examining a series of episodes in Australia’s foreign relations under Whitlam, the author pays attention to a broad range of hitherto insufficiently researched domestic and international issues in Australian’s foreign relations of the early 1970s. The election of the Whitlam-led Labor Government in December 1972 ushered in fresh ideas and audacious initiatives in Australia’s foreign policy. Whitlam’s approach was shaped by a vision of taking Australia forward to its “rightful” and “independent” place in the future of the Asia-Pacific region. They range from immigration policy and the abolition of appeals from Australian Courts to the Privy Council to such major international issues as the Anglo-American base in Diego Garcia, French nuclear testing in the Pacific and the Five-Power Agreement with respect to Malaysia and Singapore. He demonstrates how the pursuit of foreign policy independence repeatedly placed the Whitlam Government in a position wedged in between Australia’s traditional allies and the Third World; and how it navigated Australia’s national interests on a series of dilemma situations involving conflicting strategic interests between Australia and its traditional allies, and those between major powers and the non-aligned countries. The analysis presented in this book contributes to not only historical literature on the subject but also the understanding of how a middle power, like Australia, can navigate intensifying great power rivalry.
