This report aims to inform and stimulate the debate on key policy priorities for poverty reduction and food security in light of the Arab Awakening. Its findings are based on an innovative combination of datasets and rigorous economic analysis. Results suggest that poverty and income inequality in the Arab world are likely higher than official numbers have long suggested. Given that poverty indicators seem to be misleading for many countries in the region, the report introduces a new welfare measure reflecting food insecurity risks at both national and household levels to classify Arab countries into five risk groups. Regression analyses further show that, unlike in the rest of the world, manufacturing- and service sectorled growth, rather than agriculture-led growth, is most pro-poor in Arab countries. In addition, high levels of public spending in the Arab world do not do as much to stimulate growth as in other world regions, particularly in the case of education. Three key policy recommendations emerge from this report: (1) improve data and capacity as the basis for evidence-based decisionmaking, (2) foster growth that enhances food security at national and household levels, and (3) significantly enhance the efficiency and retool the allocation of public spending. More generally, the report argues that the region urgently needs national dialogues about societies' joint vision and economic development strategies. Successful design and implementation of these strategies will require visionary leadership, sound laws and institutions, politicians who are accountable and listen to the voices of the people, and civil society that is patient and accepts the tenets of democracy. Israel S Foreign Policy Beyond The Arab World

For over 60 years, Israel’s foreign policy establishment has looked at its regional policy through the lens of a geopolitical concept named "the periphery doctrine." The idea posited that due to the fundamental hostility of neighboring Arab countries, Israel ought to counterbalance this threat by engaging with the "periphery" of the Arab world through clandestine diplomacy. Based on original research in the Israeli diplomatic archives and interviews with key past and present decision-makers, this book shows that this concept of a periphery was, and remains, a core driver of Israel’s foreign policy. The periphery was borne out of the debates among Zionist circles concerning the geopolitics of the nascent Israeli State. The evidence from Israel’s contemporary policies shows that these principles survived the historical relationships with some countries (Iran, Turkey, Ethiopia) and were emulated in other cases: Azerbaijan, Greece, South Sudan, and even to a certain extent in the attempted exchanges by Israel with Gulf Arab kingdoms. The book enables readers to understand Israel’s pessimistic – or realist, in the traditional sense – philosophy when it comes to the conduct of foreign policy. The history of the periphery doctrine sheds light on fundamental issues, such as Israel’s role in the regional security system, its overreliance on military and intelligence cooperation as tools of diplomacy, and finally its enduring perception of inextricable isolation. Beyond the Arab Cold War brings the Yemen Civil War, 1962-68, to the forefront of modern Middle East History. During the 1960s, in the wake of a coup against Imam Muhammad al-Badr and the formation of the Yemen Arab Republic (YAR), Yemen was transformed into an arena of global conflict. Believing al-Badr to be dead, Egypt, the Soviet Union, and most countries recognized the YAR. But when al-Badr unexpectedly turned up alive, Saudi Arabia and Britain offered support to the deposed Imam, drawing Yemen into an internationally-sponsored civil war. Throughout six years of major conflict, Yemen sat at the crossroads of regional and international conflict as dozens of countries, international organizations, and individuals intervened in the local South Arabian civil war. Yemen was a showcase for a new era of UN and Red Cross peacekeeping, clandestine activity, Egyptian counterinsurgency, and one of the first largescale uses of poison gas since WWI. Events in Yemen were not dominated by a single power, nor were they sole products of US-Soviet or Saudi-Egyptian Arab Cold War rivalry. Britain, Canada, Israel, the UN, the US, and the USSR joined Egypt and Saudi Arabia in assuming varying roles in fighting, mediating, and supplying the belligerent forces. Despite Cold War tensions, Americans and Soviets appeared on the same side of the Yemeni conflict and acted mutually to confine Egyptian President Gamal Abdel Nasser to the borders of South Arabia. The end of the Yemen Civil War marked the end of both Nasser's Arab Nationalist colonial expansion and the British Empire in the Middle East, two of the most dominant regional forces. This internationalized conflict was a pivotal event in Middle East history, overseeing the formation of a modern Yemeni state, the fall of Egyptian and British regional influence, another Arab-Israeli war, Saudi dominance of the Arabian Peninsula, and shifting power alliances in the Middle East that continue to lie at the core of modern-day conflicts in South Arabia.

Morten Valbjørn then considers the consequences of the Arab uprisings for the credibility of rival democratization and post-democratization paradigms. Vincent Durac examines the efficacy of anti-system social movements in challenging regimes but their inability to steer a democratic transition. Joshua Stacher examines the increased violence deployed by more conercive authoritarian regimes to prevent such a transition. Frede ́ric Volpi and Ewan Stein examine the conseuences of the relative balance between different kinds of Islamists for outcomes. James Allison then examines the impact of workers’ movements on democratic potentials. Adham Saouli assesses the mobilization of communal identities by ruling elites and counter-elites. Raymond Hinnebusch focuses on the negative impact on democratization of competitive external interference inside the uprising states. With the financial meltdown and the economic crisis in their fifth year already no one can any longer be in doubt about their exceptional gravity, their truly global impact and their profound effects hurting vulnerable groups and the very poor especially. As the world looks for an exit from this economic crisis – the worst in eight decades – the focus of attention is naturally on the causes, the factors that account for its wide reach and severity, as well as on strategies that might bring it to a closure. The quest for exit strategies is at the very centre of the issues and concerns explored in the present volume, produced by the IIAS. Like the preceding volumes, but even more emphatically, this volume, representing a collective endeavour of scholars and practitioners from many parts of the globe, finds cause to lay the blame, for our difficult predicament, on the institutional deficit, the policies, the practices and values that have followed in the trail of a highly misleading and erroneous model of governance. The «Market Model of Governance» as it is known, sought to reform, the structures and culture of administration and government in private sector ways. While instrumental values like efficiency and effectiveness were raised and praised profusely, those of democratic governance were discounted by comparison. In particular, integrity, the rule of law and due process, equity, legality and public service professionalism suffered a steep decline, in several parts of the world. Likewise, the invasion and the capture of public space, inevitably led to an unprecedented surge of greed, abuse and corruption that contributed directly to the crisis which is upon us. Looking for exit strategies, as its title aptly suggests, the present volume offers a rich menu of ideas drawn from the current experience of all the world ́s main regions. Not surprisingly, two concepts stand out throughout the book as necessary correctives, as well as pressing remedies to the world ́s ongoing malaise. They call for the recapture of our common administrative space and the reaffirmation of the values and virtues appropriate for democratic governance. To the IIAS, none perhaps are more important than public service professionalism and none other can contribute more effectively to the reform and consolidation of sound institutions for national, sub national, global and regional governance. For these reasons, at this juncture, the new volume like the others should be featured in every public library and become a vademecum of all scholars and practitioners of public administration and politics around the world.
