After years of official disrepute, industrial policy (IP) is back in vogue at regional, national and international levels driven by concerns over competitiveness, globalisation, de-industrialisation, unemployment and the comparatively slow growth of the EU economy especially in this post-recession phase. At the same time, IP has been seen as a catalyst for designing economic recovery strategies at regional, national and international levels, as well as being a concerted strategy to develop new ‘clean-tech’ industries to tackle environmental challenges. If anything, the recent global recession and credit crunch have highlighted the fragility of some states’ and localities’ economic development paths and the unbalanced nature of their economies, in terms of an over-reliance on sectors such as retail, financial services, and construction, to the detriment of manufacturing. This also suggests an accompanying need for greater economic diversity so as to avoid over-dependencies on certain sectors, and a better balance of ownerships forms. But what should be the shape of IP in the wake of the crisis and how can IP rebalance economies, help support sustainable development and catalyse new technologies and innovations whilst learning lessons from past experience and debate? This edited volume examines these questions through a wide range of diverse contributions from expert international authors. This book was originally published as a special issue of Policy Studies.

Through the essays in this volume, we see how the failure of the state becomes a moment to ruminate on the artificiality of this most modern construct, the failure of nationalism, an opportunity to dream of alternative modes of association, and the failure of sovereignty to consider the threats and possibilities of the realm of foreignness within the nation-state as within the self. The ambition of this volume is not only to complicate standing representations of Pakistan. It is take Pakistan out of the status of exceptionalism that its multiple crises have endowed upon it. By now, many scholars have written of how exile, migrancy, refugeedom, and other modes of displacement constitute modern subjectivities. The arguments made in the book say that Pakistan is no stranger to this condition of human immigrancy and therefore, can be pressed into service in helping us to understand our present condition.

The economic crisis of 2008-2009 and beyond has provided the greatest challenge to public policy in the developed world since the Second World War, as the use of public monies to support banks and declining tax revenues have resulted in rising government borrowing and national debt. This book evaluates the failures of public policy in the half decade before the crisis, using the conceptual framework of complex systems. This analysis reveals the fundamental failings of globalization and the lack of a robust and resilient public sector paradigm to assist countries in economic recovery. The research has benefited from UK Economic and Social Research Council (ESRC) funding for a Knowledge Exchange that applied the most relevant and applied aspects of complex systems theory to contemporary policy problems. Innovative statistical methods are used to profile and group countries both before and after the 2008-09 crisis. This shows the countries that are best prepared for the ongoing and prolonged Euro zone crisis of 2010-12. The book proposes a new model of public policy that asserts itself over the paradigm of market liberalism and places the public values of full employment, sustainability and equality at the top of the post crisis policy agenda.

With discourses of ’crisis’ and ’disaster’ featuring strongly in contemporary discourses on contemporary society, this book brings together critical perspectives from across the humanities and social sciences to explore the idea of ’crisis’ as inherently related to power dynamics and the formation of different subjectivities and identities within the Nordic countries and globally. This volume emphasizes the importance of investigating the interrelationship of three crises - social, economic and environmental - as these address the interlinked surfaces of the same reality, and it examines the negative connotations of the notion of crisis, whilst also raising the question of when and why something becomes identified as crisis, and for whom. With chapters on media representations of crisis and the global context of crisis discourses, the crisis of national identities and their mobilization in response, and environmental crisis, as well as the interrelationship between the social and the environmental and the different positioning of individuals in relation to power, this volume offers an understanding of crisis as a multivocal symbol of the present. As such, it will appeal to scholars of sociology, anthropology, history, cultural studies, literature and political science.

This book provides a critique of the neoclassical explanations of the 2008 financial collapse, of the ensuing long recession and of the neoliberal austerity responses to it. The study argues that while the prevailing views of deregulation and financialization as instrumental culprits in the explosion and implosion of the financial bubble are not false, they fail to point out that financialization is essentially an indication of an advanced stage of capitalist development. These standard explanations tend to ignore the systemic dynamics of the accumulation of finance capital, the inherent limits to that accumulation, production and division of economic surplus, class relations, and the balance of social forces that mold economic policy. Instead of simply blaming the ‘irrational behavior’ of market players, as neoliberals do, or lax public supervision, as Keynesians do, this book focuses on the core dynamics of capitalist development that not only created the financial bubble, but also fostered the ‘irrational behavior’ of market players and subverted public policy. Due to its interdisciplinary perspective, this book will be of interest to students and researchers in economics, finance, politics and sociology.
