Residential treatment programs (RTP) provide a range of services, including drug & alcohol treatment, confidence building, military-style discipline, & psychological counseling for troubled boys & girls with a variety of addiction, behavioral, & emotional problems. This testimony concerns RTP referring to themselves as wilderness therapy programs, boot camps, & academies, among other names. Many cite positive outcomes assoc. with specific types of RTP. There are also allegations regarding the abuse & death of youth enrolled in RTP. This report: verifies whether allegations of abuse & death at RTP are widespread; & examines the facts & circumstances surrounding selected closed cases where a teenager died while enrolled in a private program.

The Great Hanshin-Awaji Earthquake, which struck Northern Awaji Island, Japan, on Jan. 17, 1995, registered an intensity of 6 on the Japanese seismic scale of 7 in Kobe & Sumoto, & was felt widely in Japan from Tohoku to Kyushu regions. The first earthquake in Japan to be focused on a highly concentrated urban area, it killed 5,502 & injured 41,527. Also seriously damaged were the transportation network required for emergency & reconstruction activities; the port facilities; & water, communications, & power supply lifelines. This report records the earthquake through color photographs to publicize the reactions of citizens & volunteers, the emergency measures implemented, & the progress of the reconstruction effort. Previous auditing work on widespread improper premium class travel at the Dept. of Defense & the Dept. of State have led to concerns as to whether similar improper travel exists in the rest of the fed. gov¿t. The author was asked to: (1) determine the magnitude of premium class travel governmentwide & the extent such travel was improper; (2) identify internal control weaknesses that contributed to improper & abusive premium class travel; & (3) report on specific cases of improper & abusive premium class travel. Kutz analyzed bank data & performed statistical sampling to quantify the extent that premium class travel was improper. Presents the theory for calculating Raman line shapes as functions of the Fermi energy and finite temperatures in zinc blende, n-type GaAs for donor densities between 10 to the 16th cm -3 and 10 to the 19th cm -3. Compared to other theories, this theory is unique in two respects: (1) the many-body effects are treated self-consistently; and (2) the theory is valid at room temperature for arbitrary values of the ratio R = (Q to the 2nd/alpha), where Q is the magnitude of the normalization wave vector and alpha is the normalized frequency used in the Raman measurements. These calculations solve the charge neutrality equation self-consistently for a two-band model of GaAs at 300 K that includes the effects of high carrier concentrations and dopant densities on the perturbed densities of states used to calculate the Fermi energy as a function of temperature.
