This book examines how the US is dealing with the challenge of reconciling its global interests with regional dynamics and how it is able to produce and sustain order at the system level and within regional subsystems. The book comprises four parts, the first of which addresses global issues such as nonproliferation, trade, and freedom of the seas. US policies in these areas are carefully analyzed, considering whether and how they have been differently implemented at the regional level. The remaining parts of the book focus on the US posture toward specific regions: Europe, the Middle East, and East Asia. The policies adopted by the US to confront the most relevant challenges in each region are identified, and the ways in which policies in a specific region influence or are influenced by challenges in another region are explored. The book is a rich source of knowledge on the nature of the balance that the US has pursued between global and regional interests. It will be of much interest to scholars, to practitioners, to postgraduate/PhD students of international relations theory and American foreign policy, and to all with an interest in the ability of the US to produce international order.

This book seeks to address the roots of the hostility that has characterized the United States’ relationship with Cuba and has persisted for decades, long after the Cold War. It answers the question of why America’s Cold War era policy toward Cuba has not substantially changed, despite a radically changed international environment, going beyond the common explanation that American electoral politics and the Cuban lobby drive US policy toward Cuba. Bernell argues that US foreign policy towards Cuba cannot be viewed as an objective response to a set of challenges to US interests and principles, and is better understood as a policy that is rooted in and informed by historical understandings of American and Cuban identities, which are themselves historically contingent. Examining a wide range of sources including government documentation and official speeches, this work explores the origins and perpetuation of a policy perspective that emphasizes Cuban difference, illegitimacy, and inferiority juxtaposed against American virtue, legitimacy, and superiority. We can notice in Narendra Modi's approach of 'strategic interconnectedness' or 'multi-vectored engagement' or panchamrit a continuity that aligns perfectly with the policies of his immediate predecessors. At the dawn of independence, the non-alignment approach facilitated liberal capitalist economic development with socialist flavours on an upward trajectory. The Rise and Fall of Democracy Promotion in US Foreign Policy employs a transformational change framework to understand US democracy promotion from 1977 until the present day. American exceptionalism is a framework that has driven the US since the founding days of the republic, charging the US to promote the universal values of liberty and the pursuit of happiness around the world. Providing a frame of continuity for successive administrations, it reinforces the mythology of American exceptionalism in the eyes of the American people and the world. In different eras, different presidential worldviews, along with different international and domestic factors, have shaped how each administration has acted in the international arena and yet all have employed this language regardless of the policies pursued. This timely volume maps-out and interrogates through four key indicators the rise and fall of democracy promotion at the conceptualisation, rhetorical, and implementation levels. It argues that there were two transformational changes during this period. The first was the expansion of democracy promotion in US foreign policy confirmed with the election of Jimmy Carter to the White House in 1977. The second was the rejection of liberal ideology and institutions confirmed with Donald Trump’s election in 2016. It is nuanced in that it shows how these changes in the acceptance and then rejection of democracy promotion as a foreign policy tool played out. In examining these two administrations, and those in-between, this work also observes that the rise and fall of democracy promotion as an effective foreign policy tool mirrored the relative dominance of the US in the international arena. This book will be of interest to students and scholars of American foreign policy, international relations, and American history.
