Despite starting as one of the poorest countries in the mid-1980s, Vietnam has achieved rapid developmental progress, reaching lower middle-income status in 2010. In line with rapid economic growth, Vietnam has achieved impressive progress towards the Sustainable Development Goals (SDGs) during this time. This paper sheds light on some elements of Vietnam’s success story, highlighting crucial policies in education and electricity sectors. It undertakes a forward-looking costing exercise that focusses on five sectors – education, health, roads, water, and electricity infrastructure. Achieving the remaining SDGs in Vietnam will be a challenge, with total annual additional spending needs in the 5 subsectors estimated at 7 percent of GDP by 2030.

The question of whether democracy and development are allies or adversaries has long been debated and with the triumph of the democratic spirit worldwide the relationship between democracy and development has once again come to attract much attention globally. The collapse of the Soviet Union and the developments in Eastern Europe led to considerable rethinking in political circles on the efficacy of the economic policies pursued in those countries and the long-term viability of political systems prevalent there. Elsewhere, several newly industrialized countries are striving to consolidate their gains, though there are differing perceptions of whether their politics conform to the classical framework of democracy or not. In a remarkable turn-around, some other countries have initiated measures for economic reforms and structural adjustment, setting aside their earlier approaches towards economic management. In short, the last decades of this millennium have witnessed meaningful efforts worldwide on forging a new partnership between democracy and development. In February 1996, the Commonwealth Parliamentary Association jointly organized a conference entitled 'Parliamentary Democracy and Development': Allies or Adversaries?’ with the Wilton Park, an international agency of the British Commonwealth and Foreign Office in Wilton House, West Sussex, United Kingdom. The history of development has paid only little attention to cultural projects. This book looks at the development politics that shaped the UNESCO World Heritage programme, with a case study of Ethiopian World Heritage sites from the 1960s to the 1980s. In a large-scale conservation and tourism planning project, selected sites were set up and promoted as images of the Ethiopian nation. This story serves to illustrate UNESCO’s role in constructing a “useful past” in many African countries engaged in the process of nation-building. UNESCO experts and Ethiopian elites had a shared interest in producing a portfolio of antiquities and national parks to underwrite Ethiopia’s imperial claims to regional hegemony with ancient history. The key findings of this book highlight a continuity in Ethiopian history, despite the political ruptures caused by the 1974 revolution and UNESCO’s transformation from knowledge producer to actual provider of development policies. The particular focus on the bureaucratic and political practices of heritage, bridges a gap between cultural heritage studies and the history of international organisations.
