India is the second most populous country in the world and also one of the poorest. From the late 1940s to 1980, India's per capita income grew at an average annual rate of only two percent. Expansionist economic reforms during the 1980s boosted economic growth but also unfortunately resulted in high inflation and a balance of payments crisis. Edward M. Graham, Nina Oding and Paul J. J. Welfens Eastern Europe and the former Soviet Union have achieved sustained economic growth in first half of the new decade in the 2V^ century. EU ac cession countries which have joined the EU have benefited mainly from high capital inflows, a reduced risk premium - with shadow effects of this already occurring in the years before explicit membership - and growing trade. While system transformation has undermined trade between Eastern Europe and Russia for several years there are medium prospects for grow ing trade in the whole of Europe. Russia's case, however, is different from the EU accession countries as a major driving force of economic dynamics is the oil and gas sector which has considerable backward and forward linkages. At the same time this sector apparently is politically quite sensi tive. The Transatlantic Transformation and Economic Development Re search Group has organized several workshops within a major interna tional research project. The project is devoted to analyzing the internatio nalization of the Russian economy and the associated changes in major policy fields. This book contains the revised analytical papers from the St. Petersburg conference in 2003 when the city celebrated its 300 year anniversary. This report, in two volumes, addresses environmental impacts stemming from economy-wide policy reforms, and seeks to clarify the nature of the economic, physical, institutional, and cultural aspects of their relationship. Volume 1 summarizes the case studies and synthesizes their key principles. Volume 2 explores the case studies in full length. They reflect a wide range of country situations and environmental problems. Pollution issues are addressed, such as air quality and energy use in Poland and Sri Lanka, while a variety of natural resource-related issues are covered in the other studies: deforestation and land degradation in Costa Rica; migration and deforestation in the Philippines; agricultural land degradation due to overgrazing in Tunisia, fertility losses due to extension of cultivation areas in Ghana; water resource depletion in Morocco; and wildlife management in Zimbabwe. The case studies also use a variety of analytical methods to illustrate the different approaches to identifying the environmental implications of economy-wide reforms. These methods range from tracing the links between economic incentives and resource use through direct observation, to relying on more complex economic modeling of policies and their environmental effects. In all the studies, however, the analytical approach uniformly requires identifying key environmental concerns and relating them to the agenda of priority sectoral and macroeconomic reforms.

In the Gulf States today, economic activity is characterized by abundant energy resources, large public sectors, small trade-oriented private sectors and cultural norms shaped by Islamic belief and practice. In the early 1990s, governments throughout the region began introducing fiscal consolidation measures. They are now beginning to focus more intensely on long-term structural issues such as the need for financial market deepening, labor market reform and privatization. Devlin explores the potential gains from a microeconomic policy framework targeting entrepreneurial ventures in small and medium-sized enterprises using Islamic institutions such as mudarabah venture capital. An institutional approach to economic policy reform which targets areas of culturally authentic private and public investment has the potential to enhance the sustainability of current reforms as well as deepen the participation of the private sector in structural reform efforts.
