Sir Charles Dilke's claim to a leading place in the pantheon of Victorian radicalism, with Cobden, Bright and Chamberlain, has been overshadowed by the sensational divorce case in 1886 that ruined his career. Between 1894 and 1905 the question of the Chinese Empire's future development, its survival even, was the most pressing overseas problem facing the Great Powers. The frantic 'scramble for Africa' and the often more intense drama of the 'Eastern Question' notwithstanding, it was the 'China Question' that had the most profound implications for the Powers. Since China's defeat in the 1894-5 war with Japan, the country's final disintegration was widely anticipated; and so was a wider Great Power conflict in the event of China's implosion. At times, that prospect seemed very real. The prospect of China's break-up and of large-scale international conflict in its wake altered the configuration among the Great Powers. Instability in the Far East had ramifications beyond the confines of the region; and, as this study shows, the events of 1894-5 initiated a wider transformation of international politics. No Power was more affected by these changes than Britain. The 'China Question', therefore, provides an ideal prism through which to view the problems of late nineteenth-century British world policy, and the policy of 'isolationism' in particular. This study breaks new ground by adopting a deliberately global approach in looking at British policy, emphasizing the connections between European and overseas developments, and by encompassing diplomatic, commercial, financial, and strategic factors as well as the politics of foreign policy.

The life story of Will Crooks has a Dickensian resonance. As a working class child, born into abject poverty, he experienced the rigours of Poplar Workhouse and Poor Law school. Nearly forty years later Crooks became Chairman of the Poplar Board of Guardians, the very board that had given him shelter during his challenging early years. Crooks was a member of the Coopers' Union for fifty-five years, and a leading pioneer of the trade union and Labour movement for over thirty. This significant and sometimes controversial figure has been overlooked by modern historians. Lyulph Stanley, the uncle of Bertrand Russell, was an influential and articulate aristocrat who believed that every child should learn from a good teacher in a comfortable building. He championed the school board cause during the latter half of the Victorian era, a time of tremendous educational change in England. With the great increase in urban populations, the schooling provided by voluntary organizations had become inadequate. The state had taken control of education, working through its local representatives, the elected school boards. But controversy arose between churches, which were opposed to secular education, and school boards, and between local and central authorities. The Welfare Revolution of the early 20th century did not start with Clement Attlee's Labour governments of 1945 to 1951 but had its origins in the Liberal government of forty years earlier.
