Building on previous National Academies of Sciences, Engineering, and Medicine workshops that explored how safe and healthy communities are a necessary component of health equity and efforts to improve population health, the Roundtable on Population Health Improvement wanted to explore how a variety of community-based organizations came together to achieve population health. To do so, the roundtable hosted a workshop in Oakland, California, on December 8, 2016, to explore multisector health partnerships that engage residents, reduce health disparities, and improve health and well-being. This publication summarizes the presentations and discussions from the workshop.

In the last several years, much has been written about growing economic challenges, increasing income inequality, and political polarization in the United States. This book argues that lessons for addressing these national challenges are emerging from a new set of realities in America’s metropolitan regions: first, that inequity is, in fact, bad for economic growth; second, that bringing together the concerns of equity and growth requires concerted local action; and, third, that the fundamental building block for doing this is the creation of diverse and dynamic epistemic (or knowledge) communities, which help to overcome political polarization and help regions address the challenges of economic restructuring and social divides.

The fourth edition of Community Organizing and Community Building for Health and Social Equity provides both classic and recent contributions to the field, with a special accent on how these approaches can contribute to health and social equity. The 23 chapters offer conceptual frameworks, skill- building and case studies in areas like coalition building, organizing by and with women of color, community assessment, and the power of the arts, the Internet, social media, and policy and media advocacy in such work. The use of participatory evaluation and strategies and tips on fundraising for community organizing also are presented, as are the ethical challenges that can arise in this work, and helpful tools for anticipating and addressing them. Also included are study questions for use in the classroom. Many of the book’s contributors are leaders in their academic fields, from public health and social work, to community psychology and urban and regional planning, and to social and political science. One author was the 44th president of the United States, himself a former community organizer in Chicago, who reflects on his earlier vocation and its importance. Other contributors are inspiring community leaders whose work on-the-ground and in partnership with us “outsiders” highlights both the power of collaboration, and the cultural humility and other skills required to do it well. Throughout this book, and particularly in the case studies and examples shared, the role of context is critical, and never far from view. Included here most recently are the horrific and continuing toll of the COVID-19 pandemic, and a long overdue, yet still greatly circumscribed, “national reckoning with systemic racism,” in the aftermath of the brutal police killing of yet another unarmed Black person, and then another and another, seemingly without end. In many chapters, the authors highlight different facets of the Black Lives Matter movement that took on new life across the country and the world in response to these atrocities. In other chapters, the existential threat of climate change and grave threats to democracy also are underscored. What do equity-oriented practices look like in different community college contexts? Given the increasing role of the community college in realizing equitable outcomes for students, examples of what practitioners are doing to move forward an equity agenda are urgently needed. This analysis of social equity and the solicitation and granting of federal funds will examine how police agencies have changed in lieu of the receipt of these funds authorized by the 1994 Federal Crime Bill. In the first part of this study, an analysis of the recent history of federal funding aimed at improving law enforcement capabilities will be examined. Next, the community oriented policing (COP) movement will be analyzed by detailing the types of programs subsidized by the 1994 Crime Bill funding, their original intent, and how they were to be operationalized will be discussed. A theoretical framework will be presented that will use empirical assessments of the number of community (or proactive) programs in place in each agency, degrees of organizational change noted in a three-year review of each department's structure as reported in the LEMAS survey of police departments, the levels of economic inequality present in the jurisdictions that received COP funding, and the ethnic composition of these jurisdictions.
