This book examines the roles played by China and Europe in the domain of international security in the 21st century. Bringing together Chinese and European expertise on the Sino-European Security relationship , this book positions Europe - both the EU and the major national actors - and China in a global security context. It offers not merely an elaboration of the theme of bilateral security relations, but also introduces a wider view on Europe and China as global security actors. The chapters cover four main themes: the perceptions of and actual relations between Europe and China as security actors; relations of China and Europe with third parties such as the US, Russia, and Iran; Europe and China as actors in multilateral security approaches; Europe and China as (potential) security actors in each other’s technological domain or region. Given the increasingly prominent roles that both China and Europe play in international security as permanent members of the UN Security Council (in the European case, through the informal and partial representation of the UK and France), through their extensive global economic interests, and their important relations with the USA, this book provides a timely examination of the current state and future developments in the Sino-European relationship. This volume explores the potentials and perspectives upon educational diplomacy, promoting a better mutual understanding on the European and the Chinese traditions and their visions for the future. Together an essay competition was held from January to September 2023, which concluded with a symposium on the 23 rd of September. During this project young students and young professionals from Europe and China were invited to submit their essays on the following topics: •How will exchange programs develop in the future? •How can curiosity and enthusiasm for the other culture be awaken and strengthened? •What potential does educational diplomacy have? •What is the new approach to international and global education? The submissions of this unique academic project are collected in this publication, encompassing a wide range of authors from different interdisciplinary and intercultural backgrounds , coming from E urope and China This project was run in collaboration between the Institute for Greater Europe and the European Guanxi. Both are youth led think tanks run by young academics and young professionals from all over Europe and beyond. Meanwhile, the Institute for Greater Europe puts a focus on the role of the European Idea on the European continent and beyond, European Guanxi searches to foster a mutual understanding between Europe and China.

Today, as China's influence in the world grows and as the European Union moves to strengthen its position in international affairs, it is all the more critical for U.S. policy leaders to take careful stock of China-Europe relations and their implications for U.S. interests. Europe-China relations have become increasingly regularized, institutionalized, and mutually beneficial, encompassing a broadening range of political, economic, military, scientific, technological, educational, and cultural ties. The China question has arisen as an area of potential transatlantic disagreement, especially over the arm embargo issue, but also on broader concerns of global order, multipolarity, balancing U.S. power, and economic competition. Given the political, economic and security-related importance of China and Europe to the United States, improving China-Europe relations pose important challenges and opportunities for U.S. interests. These developments may not only challenge the U.S. position vis-à-vis China and Europe; they also could contribute to an increasingly competitive, confrontational, and ultimately detrimental deterioration in traditionally strong transatlantic relations, while also further exacerbating persistent mistrust in U.S.-China ties. Were U.S.-Europe-China relations to deteriorate, Washington could lose out on the enormous strategic opportunities that would encourage positive political, economic, and security-related outcomes in China, which favor U.S., European, and Chinese interests over the longer term.

As China rises as an economic and an international power, new relationships are being forged with all areas of the world including Central and Eastern Europe. This book explores how this relationship is developing. It considers how China’s links with Central and Eastern Europe fit in to China’s overall international relations strategies. It looks at economic and trade ties, diplomatic initiatives and the role of the European Union, and examines China’s bilateral relations with the different states of the region. These relationships are particularly interesting because before the end of communism in Eastern Europe China had many direct links with the countries of the region.

China and Europe both decisively shape twenty-first century global politics. Successful cooperation between Europe and China continues, notably in climate change mitigation, or finding a way out of the financial crisis. Relations are also increasingly institutionalised, such as through Summits or High-Level Dialogues. However, although in 2013 the EU and China have celebrated the 10-year-anniversary of their Strategic Partnership, struggles have re-emerged, in relation to human rights, intervention in crisis regions such as Syria, and trade subsidisation and protectionism in areas such as the solar energy industry. Given this simultaneous presence of partnership and competition, this edited volume investigates if Sino-European relations have become what Henry Kissinger has termed a “co-evolution”: both China and Europe “pursue their domestic imperatives, cooperating where possible, and adjust their relations to minimize conflict”. The volume sheds light on four key areas of Europe-China relations: first, high politics and security relations; second, the European sovereign debt crisis; third, energy and environmental issues; and fourth, soft power and public diplomacy. As the volume is authored by Chinese and European early-stage scholars in equal numbers, it adds a balance of perspectives and a future-oriented outlook to the still-low but increasing number of works on Europe/EU-China relations.

The book is the result of a joint research project on the tax treaties concluded between the People’s Republic of China and European countries. Each chapter carefully analyses the extent to which Chinese tax treaties follow the OECD Model Tax Convention on Income and Capital and the UN Income and Capital Model Convention. The focus is on the different policy decisions underlying the various provisions.
