Pursuing sustainable development requires a whole-of-society effort, where the public sector engages with citizens, the private sector and civil society organisations. With this goal in mind, in 2014, the Nuevo León (Mexico) government created the Nuevo León’s Council for Strategic Planning to develop, inter alia, a 2015-2030 Strategic Plan.

This guidebook is designed to help identify and evaluate risks and uncertainties with respect to fuel prices. The guide also describes tools and techniques for minimizing the impact of fuel price uncertainties over time. The guidebook introduces the concept of fuel price risk management, identifies alternative purchasing strategies, and outlines steps necessary to implement a risk management program. It defines and evaluates alternative cost-effective fuel purchasing strategies designed to benefit public transportation agencies of varying sizes, and it provides a management framework to assist transit agencies through the fuel purchasing process.

This volume contains a selection of papers presented at the second workshop on Evaluation and Planning held at Centre International de Hautes Etudes Agronomiques Mediterraneennes (CIHEAM) in Valenzano (Bari) in November 1993. The workshop was financially and otherwise supported by the School of Engineering, Bari Polytechnic; the School of Agriculture, University of Bari; and CIHEAM. The publication of this book was made possible by to the efforts of the contributing authors.
