This publication outlines the five priority areas and three modalities of ADB's approach to climate change: expanding the use of clean energy, encouraging sustainable transport and urban development, managing land use and forests for carbon sequestration, promoting climate-resilient development, and strengthening related policies and institutions.

The Asian Development Bank has introduced significant changes in the way farmers and other stakeholders view and benefit from evolving approaches to sustainable land management (SLM) practices. Firmly embedded in SLM are the management and climate resilience of natural resources, which can be enhanced and scaled up by adopting a "landscape approach." This publication sets out how the landscape approach can contribute to overcoming major environmental and developmental challenges---focusing on rural areas of Asia and by examining prevalent forms of SLM (namely participatory forest management, terraces, conservation agriculture, and home gardens). This publication seeks to strengthen awareness of the landscape approach and facilitate the integration of its key elements into cooperation programs with its developing members.

The 2010 Annual Report of the Board of Directors to the Board of Governors of the Asian Development Bank (ADB) reviews ADB's operations, projects, internal administration, financial management and includes a separate report on the activities of the Special Funds of ADB. The report also contains chapters on regional, sectoral and thematic highlights. It also includes the complete financial statements and opinions of the independent auditors, a statistical annex, and appendixes.

Without the effective participation of developing Asia, a climate crisis is certain. Within developing Asia, the key to averting such a crisis lies in low carbon transport. China, India and Asia's other emerging economies could promote fuel efficient vehicles, public transport, and sustainable urban planning. Or they could become locked into inefficient vehicles, energy intensive infrastructure, and suburban sprawl. The path they choose will have long-term implications for the entire world. And it will depend upon the extent to which they adopt a co-benefit approach. A co-benefit approach involves recognizing that some transport policies mitigate greenhouse gases while simultaneously improving urban air quality, commuting times and energy security. Accounting for these additional benefits can overcome a reluctance to bear the costs of climate actions. But it also presents unique technical, financial, and institutional challenges to decision-makers unaccustomed to optimizing multiple benefits. The book represents a pioneering effort to identify and remove barriers to a co-benefit approach in developing Asia's transport sector. The introductory section makes the case for co-benefits in developing Asia's transport sector. The second section features analytical frameworks to identify strategies with potential co-benefits, offering new findings on black carbon and dieselization. The third section grounds the analytic work in case studies on fuel switching in Pakistan, urban planning in Bandung, Indonesia, congestion charges in Beijing, vehicle restraints in Hanoi and bus rapid transit in Jakarta. A final section examines whether a post-2012 climate regime can help transform a rapidly motorizing Asia into a low carbon Asia. This book is essential reading for transport policy makers, planners, and researchers concerned with low carbon transport, climate change and development in Asia and the wider world.

Urbanisation and climate change are among the major challenges for sustainable development in Africa. The overall aim of this book is to present innovative approaches to vulnerability analysis and for enhancing the resilience of African cities against climate change-induced risks. Locally adapted IPCC climate change scenarios, which also consider possible changes in urban population, have been developed. Innovative strategies to land use and spatial planning are proposed that seek synergies between the adaptation to climate change and the need to solve social problems. Furthermore, the book explores the role of governance in successfully coping with climate-induced risks in urban areas. The book is unique in that it combines: a top-down perspective of climate change modeling with a bottom-up perspective of vulnerability assessment; quantitative approaches from engineering sciences and qualitative approaches of the social sciences; a novel multi-risk modeling methodology; and strategic approaches to urban and green infrastructure planning with neighborhood perspectives of adaptation.

In the context of Strategy 2020 and in the follow-up to the United Nations Conference on Sustainable Development (Rio+20), ADB prepared the report Environment Operational Directions, 2013–2020. The report aims to provide a coherent overview of its environment operations and to articulate how it will step up efforts to help the region achieve a transition to environmentally sustainable growth or green growth. Building on ADB sector and thematic plans, this paper provides a brief review of recent ADB experience in environment operations, and identifies effective approaches for the development of “greener” country partnership strategies, investment projects, and associated knowledge and technical assistance activities. In order to promote the transition to green growth, and address the causes and consequences of climate change, four mutually supportive environment operational directions have been identified: Promoting a shift to sustainable infrastructure; Investing in natural capital; Strengthening environmental governance and management capacity; and Responding to the climate change imperative. Climate Change and Green Asia The paper is aligned with key elements of relevant ADB sector and thematic operational plans, particularly for sectors where environmental sustainability is a priority. These include the Sustainable Transport Initiative Operational Plan, the Urban Operational Plan, the Water Operational Plan, the Energy Policy, and the Sustainable Food Security Plan, as well as the Climate Change Strategic Priorities. With respect to implementation, the paper identifies six supporting modalities: mainstreaming environment into ADB operations, promoting regional cooperation, building and maintaining strategic partnerships, developing and sharing knowledge solutions, implementation arrangements; and mobilizing and channeling resources. ADB’s annual development effectiveness review will report on the progress of the environment operational directions, specifically with regard to the environment-relevant indicators in the ADB results framework.

The third Sustainability Report of the Asian Development Bank (ADB) offers easily accessible information on ADB’s policies, programs, and practices as they relate to the social and environmental sustainability of development in Asia and the Pacific, and on changes in this work that have occurred since ADB published its second Sustainability Report, in 2009. The report also documents ADB’s continuing efforts to minimize its corporate environmental impact, especially at its Manila headquarters. For comparability, ADB’s current Sustainability Report is structured similarly to its first two. All three reports respond to the latest guidelines of the Global Reporting Initiative while adapting to the particular characteristics of ADB’s work and the many different audiences interested in the information presented.

This volume provides an overview of the climate change adaptation objectives set, actions taken, and challenges faced by several countries in the Asia-Pacific region. The majority of the populations in this region struggle to make a living from subsistence agriculture, and livelihoods are highly dependent on natural ecosystem services which are likely to be severely affected by climate change. Cases discussed in this book highlight successes made by governments towards achieving adaptation objectives, and efforts required to overcome challenges. While significant economic advances have been made, the pace of growth has been slow to impact the lives of a majority of the people who live below the poverty line. The chapters highlight adaptation actions for protecting people and their livelihoods in priority sectors, maintaining food and water security, supporting socio-economic stability including poverty reduction, and climate risk management. This book also maximizes readers' insights into the knowledge gaps and limitations of stated adaptation goals, and the bottlenecks that hinder implementation in different regions.

This book examines how states in eight countries across Asia and the Pacific address internal displacement in the context of disasters and climate change. The Asia and the Pacific region accounts for the majority of global disaster-related displacement, but the experience of the millions of individuals displaced differs according to gender, age, ethnicity, (dis)ability, caste, and so forth and is dependent on the legal, administrative, social, and economic structures and processes in place to support them. This book adopts a human rights-based approach, investigating the role of law and policy in preventing displacement, protecting people who are displaced, and engendering durable solutions across cases drawn from Thailand, Cambodia, Indonesia, the Philippines, Nepal, Bangladesh, Vanuatu, and the Solomon Islands. The specific cases in the book also reflect critically on the term ‘displacement’ and the wider normative framework within which this phenomenon is conceptualised and addressed. The book will be of interest to students, researchers, and practitioners working at the intersection of human rights, human mobility, development, disaster risk reduction and management, and climate change adaptation.

This report presents the outputs of the Climate Change Impact and Adaptation Study in the Mekong Delta. The study focuses on vulnerability assessment of two provinces in the Mekong Delta region: Ca Mau and Kien Giang. Using climate change modeling, socioeconomic data, geographic information system analysis, and expert opinion, the study identifies future climate conditions and assesses the effects of future climate scenarios on the natural, social, and economic systems of each district of Ca Mau and Kien Giang provinces. It provides provides province and district policy makers with an understanding of the key areas of vulnerability and risk hot spots with regard to climate change up to 2050. It provides practical measures that provincial and district administrations can take to inform and strengthen their climate change adaptation programs.
