With a seeming increase in the number of high-profile cases of research misconduct, there is a need for promoting and upholding the principles for the responsible conduct of research. At the 3rd World Conference on Research Integrity, convened in Montréal in 2013, vital issues relating to ethics and behavior in research environments were discussed at length. This book captures the major content and discussions arising from the conference. The Montréal Conference, like the previous conferences, attracted a diverse group of delegates and speakers, including government and institutional leaders, policy makers, journal editors, officials of research funding agencies, scientists and other researchers, students and postdoctoral fellows, representatives of academic societies and academies, and those responsible for compliance and regulation, as well as many who are engaged in doing empirical research on topics related to research integrity.The aim of this book is to share the ideas emerging from the rich discussion at the conference with scholars and policymakers around the world. It covers the main topics that are today seen as vital to decision making about responsible research. The book also sets the stage for the 4th World Conference on Research Integrity, which will be held in Brazil in mid-2015.This book and the prior World Conference publication, Promoting Research Integrity in a Global Environment, represent the largest ongoing global discussion of issues relating to integrity in research. It provides its readers with the opportunity to learn more about and eventually engage these issues locally or globally with colleagues.

This volume compiles and reprints the responses of 37 organizations to a series of questions issued by the House Committee on Agriculture in anticipation of debates concerning the Research Title of the 1995 Farm Bill due for updating and revision. The questions address some of the following topics: the role of the federal government in agricultural research, coordination and relations with other federal agencies, the suitability of various regulations and procedures, setting research priorities, integrating federal-state-industry research pools, effectiveness of coordinating and advisory boards, efficiency and accountability in administration of these federal funds, partnerships with other types of organizations, guidelines for use of federal funds, land grant universities' roles, fund allocation formulas, and regional research and extension cooperation. The organizations that responded to these questions include the Department of Agriculture, the Coalition on Funding Agricultural Research Mission, professional societies such as the Phytopathological Society and the Entomological Society of America, individual higher education institutions like the Universities of Minnesota and Arkansas and Ohio State University, international organizations such as the World Bank and the International Food Policy Research Institute, and Associations such as the American Feed Industry Association and the Association of American Veterinary Medical Colleges. This book discusses mass higher education development in East Asian countries by means of three main issues: the strategy for higher education development; the way professors and students in the region are experiencing the rapid developments; and the challenges imposed by mass higher education. These challenges include the quality of education as well as structural changes in the rapidly developing systems, funding sources for supporting mass higher education, and job markets for college graduates. Part I discusses how the East Asian countries have accomplished or are in the process of accomplishing the rapid development of higher education. Japan, Korea, China, Taiwan, Malaysia, Singapore, and Hong Kong serve as case studies of mass higher education in the region. The case studies introduce and discuss national strategies to develop higher education, funding sources and mechanisms, and initiatives to assure quality of education in a period of rapid growth. Part II and Part III of the book focus on the phenomena of mass higher education in the region and the influence on academia. This volume casts light on mergers and alliances in higher education by examining developments of this type in different countries. It combines the direct experiences of those at the heart of such transformations, university leaders and senior officials responsible for higher education policy, with expert analysts of the systems concerned. Higher education in Europe faces a series of major challenges. The economic crisis has accelerated expectations of an increased role in addressing economic and societal challenges while at the same time putting pressure on available finances. Broader trends such as shifting student demographics and expectations, globalisation and mobility and new ways of working with business have contributed to these increased pressures. In the light of these trends there have been moves, both from national or regional agencies and from individual institutions to respond by combining resources, either through collaborative arrangements or more fundamentally through mergers between two or more universities. After an introductory chapter by the editors which establishes the context for mergers and alliances, the book falls into two main parts. Part 1 takes a national or regional perspective to give some sense of the historical context, the wider drivers and the importance of these developments in these cases. Included are both systemic accounts (for countries as France, Sweden, Romania, Russia, Wales and England), and specific cross-cutting in itiatives including a major facility at Magurele in Romania and a Spanish programme for promoting international campuses of excellence.
