As the governance of transboundary rivers becomes a subject of growing importance due to the increasing pressure on freshwater resources, this timely collection examines water scarcity and efforts to better manage rivers and river basins. Most specialists agree that states face many institutional inadequacies when dealing with shared resources and that new governance mechanisms are needed to improve water management. Water Governance in OECD Countries: A Multilevel Approach addresses multilevel governance challenges in water policy implementation and identifies good practices for coordinating water policy across ministries, between levels of government, and across local actors at subnational level. Based on a methodological framework, it assesses the main “coordination gaps” in terms of policy-making, financing, information, accountability, objectives and capacity building, and provides a platform of existing governance mechanisms to bridge them. Based on an extensive survey on water governance the report provides a comprehensive institutional mapping of roles and responsibilities in water policy-making at national/subnational level in 17 OECD countries. Those who control water, hold power. Complicating matters, water is a flow resource; constantly changing states between liquid, solid, and gas, being incorporated into living and non-living things and crossing boundaries of all kinds. As a result, water governance has much to do with the question of boundaries and scale: who is in and who is out of decision-making structures? Which of the many boundaries that water crosses should be used for decision-making related to its governance? Recently, efforts to understand the relationship between water and political boundaries have come to the fore of water governance debates: how and why does water governance fragment across sectors and governmental departments? How can we govern shared waters more effectively? How do politics and power play out in water governance? This book brings together and connects the work of scholars to engage with such questions. This report assesses the current trends, drivers, obstacles, mechanisms, impacts, costs and benefits of stakeholder engagement in the water sector. It builds on empirical data collected through an extensive survey across 215 stakeholders, within and outside the water sector, and 69 case studies collected worldwide. It highlights the increasing importance of stakeholder engagement in the water sector as a principle of good governance and the need for better understanding of the pressing and emerging issues related to stakeholder engagement. These include: the shift of power across stakeholders; the arrival of new entrants that ought to be considered; the external and internal drivers that have triggered engagement processes; innovative tools that have emerged to manage the interface between multiple players, and types of costs and benefits incurred by engagement at policy and project levels. This report provides pragmatic policy guidance to decision makers and practitioners in the form of key principles and a Checklist for Public Action with indicators, international references and self-assessment questions, which together can help policy makers to set up the appropriate framework conditions needed to yield the short and long-term benefits of stakeholder engagement.

The privatization of water supply and wastewater systems, together with institutional restructuring of governance – through decentralization and the penetration of global firms in local and regional markets – have been promoted as solutions to increase economic efficiency and achieve universal water supply and sanitation coverage. Yet a significant share of service provision and water resources development remains the responsibility of public authorities. The chapters in this book – with case evidence from Argentina, Chile, France, the USA, and other countries – address critical questions that dominate the international agenda on public versus private utilities, service provision, regulations, and resource development. This book presents varied perspectives – largely complementary but at times contrasting – on public and private governance of water. Public authority in general is being reasserted over service provision, while resource development and investments in infrastructure continue as a mix of public and private initiatives. But more important, increased oversight and regulation of market-based initiatives that until recently were touted as panaceas for water supply and sanitation are increasingly being reconsidered on the basis of social equity, environmental, and public health concerns.
