Over the last four decades the public trust in government in the United States has fallen dramatically due to a 'perfect storm' of contributing factors, such as a seemingly never ending string of political scandals, partisan polarization and toxic attack politics, and miserable failures to respond to natural disasters or the devastation of the Great Recession. This book contains the academic presentations that were made at the Symposium on Advancing Excellence and Public Trust in Government that was held at the National Press Club in Washington D.C. on September 17, 2007. In particular, the Symposium focused upon how improving transparency in governmental operations could be used to assuage some of the popular doubts about and hostility toward America's governments. There was certainly a very broad consensus at the Symposium that transparency in government is extremely desirable, needs to be improved, will bring reform and improvement to the public sector, and should make a major contribution to the restoration of the public trust in the United States. Indeed, support for improved transparency can be found across the political spectrum, as both conservatives and liberals believe that more openness in government will promote parts of their very different policy agendas. Truly, transparency appears to be an all-American issue. The discussion at the Symposium revolved around three broad themes. The first concerned transparency about government operations per se, such as how decisions were made and what detailed budgets are. A second and somewhat broader theme concerned greater transparency of 'performance measures' which tell us what the effects of specific policies are and how effective or efficient government agencies are. Third and even more broadly, some of the participants argued that general questions of governance provide the key for a renewal of public trust among our citizenry. This book of presentations at the Symposium is organized into four parts based on this distinction. Part I contains two challenges to America to restore the public trust. Parts II to IV then cover transparency, performance measures, and broader issues about general governance.

In this report the Public Administration Select Committee (PASC) concludes that, despite the positive steps implemented by the Statistics and Registration Service Act 2007 (the Act), there remain issues and concerns about the way government statistics are produced and disseminated which remain a genuine risk to public confidence in the statistical system and must be addressed. The Act was intended to ensure that statistics are produced to the highest professional standards and that effective governance structures are in place to protect transparency and accountability and the Committee found the Act had helped to improve the operation of the statistical system. However, the Act needs to have greater clarity and transparency in the way it operates and in the functioning of the UK Statistics Authority (the Statistics Authority). Those who regulate the quality of National Statistics are in the same organisation as those officials who produce data: the two groups should have a clear separation in practice, but this is hard to demonstrate when they work in the same building and share support services. It is also not appropriate that ministers should have lengthy prior access to certain statistics but other interested parties do not. The Statistics Authority does not seem to have sufficient control over the quality and integrity of the different data sets and statistical products produced by departments and their agencies. Planning and improving data access both within Government and for users outside Government should be given greater attention by the Statistics Authority, as well as by Government departments.

This book is a joint effort of researchers who have been involved in research-projects and programmes that have been trying to chart and reflect upon the implications of Information and Communication Technologies (ICTs) for Public Administration (Tilburg/Rotterdam, Kassel, Irvine, Nottingham/Glasgow). Since the fifties, computers had largely facilitated and the transformation of the minimal 'Night-Watch-state' into the modern 'Welfare-state', through their contribution to their effectivity, productivity and efficiency. In most Handbooks of Public Administration, computers are seen as neutral instruments and, most of the time, the role of computer technologies in the transformation of public administration is completely neglected. This 'deafening silence' is a great contrast with the way ICT's are actually changing public administration. The faster the developments in a field of study are, the more difficult it is to let the theories, related to that field of study, mature. In such circumstances, most statements will remain provisial and context-dependent. 25 years of research in Irvine (California) and Kassel (Germany) and more than 10 years of research in Tilburg/Rotterdam (The Netherlands) and about seven years of research in Glasgow/Nottingham (the United Kingdom) nonetheless enables the presentation of a modest image of public administration as it is entering the information age. Researchers in each of these groups have, nevertheless, not stopped trying to phrase theories about the implications of informatization for public administration with a more or less larges scope, that are robust in different contexts and over longer periods of time. These results and theories, covering a broad set of elements of the body of knowledge of public administration, are presented in this volume. As the authors try to demonstrate in this book, informatization developments in public administration do not only challenge the existing body of knowledge of the public administration discipline, but they are also opening up new perspectives and paradigms for the study of public administration.

The rapid expansion of the Internet has fueled the emergence of electronic government at all levels in Canada. E-government's first decade featured online service underpinned by a technically secure infrastructure. This service-security nexus entails internal governance reforms aimed at realizing more customer-centric delivery via integration and coordination across departments and agencies. Yet, as online networking has become more pervasive and public demands for participation rise, pressures for greater openness and accountability intensify. The result is widening experimentation with online democracy. The e-governance focus is thus shifting toward issues of transparency and trust - and new possibilities for re-conceptualizing how power is organized and deployed. In sum, the prospects for digital transformation involve the interplay of these four dimensions: service, security, transparency and trust. This book identifies the main drivers of e-government, assesses the responses of Canada's public sector to date, and sketches out the major challenges and choices that lie ahead. The African continent is characterised by the growing concern for the deteriorating human security. In the midst of these woes, African political leaders are known for their stupendous wealth and riches through expropriation of national resources for personal benefits. This growing inequality in the continent has become a major driver for a series of violent and criminal activities, which have added to the worsening governance crisis. Thus, the abuse of public power for advancing private gain constitutes an impediment to effective public service delivery, thereby engendering a crisis of governance. The consequence of this is not limited to the socio-economic growth and welfare of citizens, but it often also jeopardizes the democratic credentials and objectives of the state.
