Traditional understandings of economic development in low- and mid-income countries have largely been influenced by the economic narrative of Western Official Development Assistance (ODA). Within this framework, compliance with macroeconomic orthodoxy and early integration in Global Economic Governance (GEG) regimes are presented as enabling conditions to reach enhanced and sustainable levels of economic growth and social betterment. Yet, this narrative often fails to answer fundamental questions surrounding relational dynamics between the economies of ODA beneficiary countries and the GEG regimes they are asked to join. Bringing together contributions by Government officials, academics and development practitioners, this edited volume explores quantitative and qualitative approaches to socio-economic analysis in low- and mid-income countries, highlighting the conditions under which international economic policies and institutions can foster – or hinder – their socio-economic growth. In particular, contributions address the impact of both West and China-inspired international economic regimes on value-adding capacity, trade, investments, job creation and social development, thus advancing the debate on what policy and legal provisions should low- and mid-income countries adopt in order to maximize the benefits and minimize the costs deriving from joining international economic regimes. This Handbook responds to the needs and aspirations of current and future generations of development economists by providing critical reference material alongside or in relation to mainstream propositions. Despite the potential of globalisation in accelerating growth and development in low and middle-income countries through the spread of technology, knowledge and information, its current practice in many parts of the world has led to processes that are socially, economically and politically and ecologically unsustainable. It is critical for development economists to engage with the pivotal question of how to change the nature and course of globalisation to make it work for inclusive and sustainable development. What is the ultimate goal of any human society? There have been many answers to this question. But by producing a series of notably well-structured arguments, economist Mahbub ul Haq’s Reflections on Human Development persuaded readers that the goal should be defined quite simply as the requirement that each society improve the lives of its citizens. If this is the agreed aim, Haq continues, then economic development should be designed to support human development. His well-structured reasoning helped development economists recalibrate much of what had previously been regarded as self-evident; that economic productivity was the main barometer of social well being. The work had a profound effect, and Haq’s thinking helped produce a new understanding of what ‘development’ actually meant. Haq conscientiously mapped out arguments and counter-arguments to persuade readers that development did not simply mean an increase in productivity, but rather an increase in human development – the capability of people to live the lives they want to. By bringing the abstract back to the concrete, Haq reevaluated the neoliberal reasoning that suggested economic development necessarily benefitted everybody. And, by virtue of his strong command of reasoning, Haq showed how economic development provided no guarantees that rich people would spend money on improving health, education or other human development outcomes for the poor.

Important parts of development practice, especially in key institutions such as the World Bank, are dominated by economists. In contrast, Development Studies is largely based upon multidisciplinary work in which anthropologists, human geographers, sociologists, and others play important roles. Hence, a tension has arisen between the claims made by Development Economics to be a scientific, measurable discipline prone to wide usage of mathematical modelling, and the more discursive, practice based approach favoured by Development Studies. The aim of this book is to show how the two disciplines have interacted, as well as how they differ. This is crucial in forming an understanding of development work, and to thinking about why policy recommendations can often lead to severe and continuing problems in developing countries. This book introduces Development Economics to those coming from two different but linked perspectives; economists and students of development who are not economists. This textbook provides a comprehensive, systematic treatise on development economics, combining classical political economy, modern institutional theory, and current development issues. Grown out of twenty years' experience of teaching in the United States and Japan, its treatment is global, although the organizing principle is the East Asian development experience.
