Originally published in 1991. This book deals with industrial and regional changes in Western Europe and the effectiveness of policies designed to cope with them. It examines the regional experiences, including successes as well as problems, to illuminate the trends and policies; raises questions about the issues; and reports on the effects and further implications for not just Europe but Japan and many newly industrializing countries. Analysing the evolution and effectiveness of local, regional, national and European policies, this is of interest for industrial and development specialises as well as economists, planners, geographers and policy makers.

Following World War II, racial and ethnic minorities formed a pool of low-paid labour upon which the industrial city depended. When industrial production shifted overseas, the new, local, technological industries required fewer, better skilled workers. The consequence for those excluded was disastrous. In this book, leading authorities compare the situation of minorities in the post-industrial cities of Europe and North America.

This book contains a selection of articles on the subject of 'Culture and Production'. They are results of international conferences held in Tokyo, Washington and Bremen between 1991 and 1994. The International Research Network on Culture and Production (CAPIRN) carried out a 5-year joint research project examining the impact of different industrial cultures on the development and implementation, and above all on the international transfer of technology. The machine tools sector was selected for this international comparative study, because over the last 15 years this global market has undergone dramatic changes that cannot be adequately explained by traditional economic theories of international competition. The 'industrial culture' research concept permits an analysis and understanding of hitherto unrecognised interrelationships between the dimensions of different industrial cultures and the process of technological innovation in international competition. The special challenge faced by CAPIRN was to develop the theoretical concept of industrial culture further and to apply it within a large-scale international study. A considerable amount of work in this field has been published by CAPIRN members since 1990. This book is the first compilation of research findings in the field of industrial culture. We wish to express our thanks to the national research councils in the participant countries, the FORCE and FAST programmes of the European Union, the Japanese Ministry for Industry, MITI, and the Hans Bockler Foundation, to mention only some of the many bodies that have provided support.

Policies that redistribute income and allocate resources through government fiat have weakended Canada's ability to transform its manufacturing sector to meet the new competititve challenges. D'Cruz and Fleck compare the performance of seventy-one Canadian industries from 1967 to 1981 with industries in Japan, the United States, Britain and France. To enhance the competitiveness of Canadian manufacturing, the authors propose a differential industrial strategy, one that emphasizes growth and development. Government, they say, must play a "hands-off" role in Canada's market economy, limiting itself to establishing the rules of the game. The authors recommend, in addition, macro-economic policies that would reduce the federal deficit, restrain wages for public servants, preserve low differentials between Canadian and American interest rates, and maintain the Canadian dollar at 70 cents U.S.

International mobility is not a new concept as people have moved throughout history, voluntarily and forcibly, for personal, familial, economic, political, and professional reasons. Yet, the mobility of technical talent in the global economy is relatively new, largely voluntary, structurally determined by market forces, and influenced by immigration policies. With over a decade’s worth of extensive research in India, Japan, Finland, and Singapore, this book provides an alternative understanding of how capitalism functions at the global level by specifically analyzing the international movement of technical professionals between India and Japan. There are three factors that inform this study: the services transition away from manufacturing, the movement of technical professionals in the world economy, and the demographic crisis facing Japan. The dynamics of changing capitalism are examined by theorizing the emergence of the services sector in the USA and Japan, analyzing the pronounced social inequality in India that is the basis for the global supply of highly skilled technical professionals, and providing considerable empirical data on the flows of professionals to these two countries to indicate Japan’s institutional inflexibility in accommodating foreign talent. The author anticipates that Japanese industry will shed some of its institutional rigidity due to the pressures of competition and the scarcity of technical professionals. Recently, the international division of labour in industrial production has grown increasingly more volatile. The separation between 'high-end' tasks undertaken in the traditional core economies and 'low-end' tasks undertaken in newly emerging economies has become increasingly blurred. The new dynamics and unpredictability of actor and process configurations in internationalized production bring new challenges for research in economic geography, regional economics and management sciences. The allocation of R&D and production mandates within or between enterprises, the setting up, closing down, purchase or sale of subsidiaries at different localities, the shifting patterns of collaborative innovation, together with newly evolving forms of capitalism, all appear to interact in ways not seen before.
