'Conflict and Cooperation on South Asia's International Rivers' traces the development of international water law. This book focuses on the hydro-politics of four countries in the South Asia region: Bangladesh, India, Nepal, and Pakistan. It analyzes the problems that these countries have encountered as riparians of international rivers and how they have addressed these problems. In particular, this study reviews the treaty regimes governing the Indus River basin, the Ganges River basin, and the Kosi, Gandaki, and Mahakali river basins. Each of these regimes is described in-depth, with special attention devoted to the main problems each of these treaties sought to address. The authors also review the treaty experience and offer observations on bilateralism and multilateralism.

This book asks under which conditions cooperation is in the interest of the riparian countries sharing international waters, and how institutions must be designed to realize potential gains of cooperation.

HCSS has tracked overall trends in global cooperation and conflict as part of its contribution to the Strategic Monitor of the Dutch government. Our study takes into consideration two overarching questions: “Will state or non-state actors be most dominant in the future world?” and “Will whoever becomes most dominant be more cooperative, or more conflictual?” Our approach to this ‘monitoring’ effort aspires to collate and curate a systematic empirical evidence base that allows all relevant stakeholders – analysts, military planners, policy-makers, but also interested companies, NGOs, citizens, etc. – to get a better grip on these fundamental international trends. With the advent of (open-source) event datasets, this has become more possible than ever. This year we updated our findings using data from three different sources and have uncovered a number of different trends. How can we leverage big data to inform policymakers on complex geopolitical trends in our new uncertain era? What are the world’s most cooperative countries? Where in the world can we find the highest concentrations of conflictual behavior? What is the Netherlands’ position in the ebb and flow of international communications? This study is part of the 2016-2017 HCSS StratMon.

Environmental Conflict and Cooperation explores the evolution of environmental conflict as a field of research and the study of cooperation as an alternative to war. Over four key parts, James R. Lee navigates the contours of this growing field and paints a vivid framework for better understanding issues around environmental conflict and security: • The premise of the field and its historic manifestations • The definition and purpose of research • The persuasions or types of environmental conflict and cooperation • The promise of research in leading to better decision-making and to broaching new challenges. Over the course of these parts, the author outlines the deep historic record of this discipline, arguing that it will play a key role in understanding important future trends. Utilizing a wide variety of case studies that range from ancient examples, including conflict over the Cedars of Lebanon and the role of tin in the Peloponnesian Wars, to future-oriented scenarios, including expanded island-building in the South China Sea and the global politics of geo-engineering, Lee highlights key concepts, metrics, and policy contexts that will test current understandings. He also examines a variety of research methods and provides examples of the ways in which such research can be used to inform policy improvements. This book will draw specific interest from students and scholars of environmental conflict and cooperation, as well as researchers of environmental politics and security studies.

Finding an alternative to supplement military ways of resolving international conflicts has been taken up by many people skilled in various areas such as political science, economics, social studies, modelling and simulation, artificial intelligence and expert systems, military strategy and weaponry as well as private business and industry. The Workshop will therefore be of use as it looks at various control methods which would create a conciliatory social and political environment or climate for seeking and obtaining non-military solutions to international conflicts and to solutions to national conflicts which may lead to international conflicts.

This edited volume is an outcome of the first major collaborative project between Japanese economists and political scientists, funded by the Japan Society for the Promotion of Science. The authors of the individual chapters show that Asian states play games of conflict and cooperation strategically by creating, changing, or destroying institutions. For them, conflict and cooperation are inseparable phenomena and are integral parts of states’ strategic interactions under constraints. Through the establishment of appropriate institutions that coordinate states’ actions, present conflict can be turned into stable cooperation in the future. No discernible difference exists in the extent of rationality between the East and the West, but substantial variations between regions or even within a region are found in institutions that are influenced by history and culture. Historical and cultural variations divide contemporary Asia, making regional institutional cooperation difficult and prompting some Asian states to use global or inter-regional arrangements in order to obtain benefits of cooperation. Qualifications are provided for this line of argument in the first chapter, which also discusses the affinity of international relations theory and game theory, with special attention to Japan and Asia. The following ten substantive chapters are developed based on the conceptual framework and, for integrity and coherence, are sub-grouped into four parts that correspond to major issues in international relations scholarship: (1) conflict management, (2) arms control, (3) trade, and (4) currency.

This book addresses two main questions: under what conditions does reciprocity fail to produce cooperation?; and when do reciprocal dynamics lead to negative, instead of positive, cycles? Answering these questions is important for both scholars and practitioners of international negotiations and politics. The main argument of this project is that positive tit-for-tat (TFT) and negative reciprocal cycles are two possible outcomes originating from the same basic process of reciprocity. It is important to acknowledge both possibilities and understand when a situation is going to develop into one or the other outcome. The study then calls for a broader discussion of reciprocity in international relations (IR). Specifically, IR should include the negative and more problematic side of reciprocity. To exemplify this, the book provides a detailed analysis of two case studies: border and maritime disputes between China and Vietnam; and Mexico and Guatemala.

This unique volume contains a powerful set of recommendations on issues at the center of international discussions on investment, trade, and technology policy. They take into account the globalization of industrial activity and the special characteristics of high-technology industries while recognizing the continued policy role of national governments. The book identifies the rationale for promotional measures for high-technology industries, delineates sources of friction among the leading industrial countries, and proposes policies to enhance international cooperation and strengthen the multilateral trading regime.
