At the global level, international actors have repeatedly expressed their desire to end hunger and food insecurity. However, food insecurity has persisted. More analysis is hence needed on the link between continuously high levels of global food insecurity and the ever increasing flow of development aid. Global Food Security and Development Aid investigates the impact that development aid has had on food security in developing countries and includes international case studies on Peru, Ethiopia, India and Vietnam. It examines the effect of development aid in general and the impact of aid divided into different categories based on donor, mechanism and sector to which it is provided. In each examined relationship between aid and food security, particular attention is paid to the potentially intervening role played by the quality of national and/or local governance. The book makes policy recommendations, most importantly that donors should take greater care in considering which types of aid are suitable to which specific countries, localities, and development goals, and account for expected developments in the complex relationship between aid, food security, and governance. This book will be of considerable interest to students, researchers and policy-makers in the areas of development aid and food security.

This book provides a comprehensive search for the basic political drivers of international development cooperation, based on the policy and performance of the OECD countries from the early 1960s to the present. The author focuses on the stated and implemented policies of the four so-called frontrunners and the Western hegemon, scrutinizing the changing trends in the justifications, objectives and guidelines set for the policy and their evolving performance vis-à-vis the international ODA target. Through extensive research, the work examines predominant world-views, societal value systems and foreign policy traditions, in order to find the policy drivers that vary nation to nation and how development assistance has evolved globally.

In July 2000, Pres. Clinton proposed a Global Food for Educ. Initiative (GFEI) whereby developed countries would provide school breakfasts or lunches to needy children in poor countries. The goal is to contribute to universal educ. by using school meals to attract children to school, keep them attending once they enroll, and improve learning. This report examines: lessons that can be drawn from expert views on the effectiveness and cost of school feeding programs in promoting these goals; the extent to which the U.S. pilot program (PP) has built upon these lessons; whether the PP is being managed so as to ensure that the food aid and proceeds are efficiently used; and the views of other major donors regarding support for a comprehensive, long-term GFEI.
