What makes wars drag on and why do they end when they do? Here H. E. Goemans brings theoretical rigor and empirical depth to a long-standing question of securities studies. He explores how various government leaders assess the cost of war in terms of domestic politics and their own postwar fates. Goemans first develops the argument that two sides will wage war until both gain sufficient knowledge of the other's strengths and weaknesses so as to agree on the probable outcome of continued war. Yet the incentives that motivate leaders to then terminate war, Goemans maintains, can vary greatly depending on the type of government they represent. The author looks at democracies, dictatorships, and mixed regimes and compares the willingness among leaders to back out of wars or risk the costs of continued warfare. Democracies, according to Goemans, will prefer to withdraw quickly from a war they are not winning in order to appease the populace. Autocracies will do likewise so as not to be overthrown by their internal enemies. Mixed regimes, which are made up of several competing groups and which exclude a substantial proportion of the people from access to power, will likely see little risk in continuing a losing war in the hope of turning the tide. Goemans explores the conditions and the reasoning behind this "gamble for resurrection" as well as other strategies, using rational choice theory, statistical analysis, and detailed case studies of Germany, Britain, France, and Russia during World War I. In so doing, he offers a new perspective of the Great War that integrates domestic politics, international politics, and battlefield developments.

Chiozza and Goemans seek to explain why and when political leaders decide to initiate international crises and wars. They argue that the fate of leaders and the way leadership changes, shapes leaders' decisions to initiate international conflict. Leaders who anticipate regular removal from office, through elections for example, have little to gain and much to lose from international conflict, whereas leaders who anticipate a forcible removal from office, such as through coup or revolution, have little to lose and much to gain from conflict. This theory is tested against an extensive analysis of more than 80 years of international conflict and with an intensive historical examination of Central American leaders from 1848 to 1918. In 1989, Soviet control over Eastern Europe ended when the communist regimes of the Warsaw Pact collapsed. These momentous and largely bloodless events set the stage for the end of the Cold War and ushered in a new era in international politics. Why did communism collapse relatively peacefully in Eastern Europe? Why did these changes occur in 1989, after more than four decades of communist rule? Why did this upheaval happen almost simultaneously in most of the Warsaw Pact? In Comrades No More, Renee de Nevers examines how internal and external factors interacted in the collapse of East European communism. She argues that Gorbachev's reforms in the Soviet Union were necessary to start the process of political change in Eastern Europe, but domestic factors in each communist state determined when and how each country abandoned communism. A "demonstration effect" emerged as Hungary and Poland introduced reforms and showed that Moscow would not intervene to prevent political and economic changes.De Nevers analyzes the process of change in Hungary, Poland, Bulgaria, the German Democratic Republic, Czechoslovakia, and Romania. She traces the pattern of reform in each country and shows how these patterns influenced their postcommunist political evolution.

Electron Energy Loss Spectroscopy and Surface Vibrations is devoted to electron energy loss spectroscopy as a probe of the crystal surface. Electrons with energy in the range of a few electron volts sample only a few atomic layers. As they approach or exit from the crystal, they interact with the vibrational modes of the crystal surface, or possibly with other elementary excitations localized there. The energy spectrum of electrons back-reflected from the surface is thus a rich source of information on its dynamics. The book opens with a detailed analysis of the physics that controls the operation of the monochromator, which is the core of the experimental apparatus.
