At the recent UN Climate Change Conferences in Copenhagen, Cancun and Durban, the developed nations promised hundreds of billions of dollars in financial aid to help developing countries overcome global climate change dangers. The developed nations will need to spend many more billions to limit their own greenhouse gas pollution, the main cause of global warming and climate change. Will all this money and effort be wasted? This book argues that nearly all of the world's climate policy makers and expert advisors have been making tragic mistakes that ensure the failures of climate change mitigation attempts.The great majority of climate change programs, from American congressional bills to cap-and-trade economic incentive schemes to the Kyoto Protocol and other international treaties, rely on greenhouse gas emissions-reduction targets that will prove "too little, too late" by deferring strict pollution controls too far into the future. The inadequate emissions-reduction measures also will not be able to bridge the gap between the highest priorities of developed and developing nations. Vast discharges of greenhouse gases authorized by weak emissions-reduction programs in the next several decades virtually guarantee that the cumulative concentration of greenhouse gases in the atmosphere will keep increasing while climate change continues to grow worse.Rather than adopting ineffectual emissions-reduction programs that cannot limit the cumulative concentration of greenhouse gases in the air, this book proposes a shift to a "clean" technology-replacement strategy that could support current lifestyles and expanding economic development without further damaging our climate. The only way to reduce the greenhouse gas levels in the atmosphere enough to decrease climate change hazards is to replace large pollution sources as rapidly as feasible in as many industrial sectors and geographic regions as possible with "clean" alternative technologies, processes, and methods.

Climate financing and compensation have emerged as key themes in the international climate mitigtion debate. According to one argument in support of compensation, advanced economies (AEs) have used up much of the atmosphere’s absorptive capacity, thus causing global warming and blocking a similar, fossil-fuel driven development path for emerging markets and developing economies (EMDEs). This paper develops a simple model of a sequential, fossil-fuel driven development process to discuss these issues systematically. The results suggest: (i) AEs have typically a stronger interest in climate change mitigation than EMDEs, (ii) from an equity perspective, compensation is called for only if EMDEs are relatively small; (iii) there can also be an efficiency case for compensation, however, with AEs buying EMDEs out of some of their GHG emissions; (iv) ultimately, a superior option—for both the world’s climate and growth prospects—is the development of clean energy technologies by AEs and their transfer to EMDEs. The latter requires strong mitigation efforts by AEs even if EMDEs fail to play along initially.

The Intergovernmental Panel on Climate change (IPCC) was jointly established by the World Meteorological Organization (WMO) and the United Nations Envir- ment Programme (UNEP) to assess the scientific, technical and socio-economic information relevant for the understanding of the risk of human-induced climate change. Since its inception the IPCC has produced a series of comprehensive - sessment Reports, Special Reports and Technical Papers on the state of the und- standing of causes of climate change, its potential impacts, and options for response strategies. In 1998, Working Group III (WG III) of the ongoing Third Assessment was charged by the IPCC Plenary to assess the scientific, technical, environmental, economic and social aspects of the mitigation of climate change and a series of cross-cutting issues such as equity, development and sustainability. Its mandate was changed from a predominantly disciplinary assessment of the economic and social dimensions of climate change in the Second Assessment Report to an interdisciplinary assessment of the options to control the emissions of greenhouse gases and/or enhance their sinks. One key issue of the IPCC Third Assessment Report (TAR) on mitigation of climate change, which has undergone an extensive review by scientists and governments, is the role of present and future behaviour of individuals, households, private and p- lic companies, public authorities and other stakeholders.

Bacteria in a test tube and humans on our planet follow the same population curve as time elapses. We on this earth, largely through control of disease, are rapidly ap proaching maximum population, and through energy demands are using up our resour ces and accumulating wastes. We have come to realize the danger of a maturing system but have made essential ly no impact in mitigating or preventing the problems we face. While we have been able to change the world we live in, most of our effects have been to degrade the planet. We have nibbled away at the quality of the atmosphere for centuries and the ac cumulated damage has resulted in changing the world's climate at an ever-increasing rate. We now face the possibility of higher average temperatures over most of our planet, changing patterns of rainfall, rising sea levels, aggravated storm systems and a myriad of social effects.

Today, the effect of global climate change is clear to all. It is clearly dangerous in developing countries such as Bangladesh. The industrial revolution caused major changes in technology, socio-economy and cultures in the late 18th and early 19th century, beginning in Britain and spreading throughout the world. The technology dominated economy was mostly dependent on energy produced from fossil fuel, which still holds true today. It is well known that fossil fuel burning has increased the GHGs to the atmosphere, thus creating global warming. Among the GHGs, the concentration of CO2 has been confirmed as the largest. Terrestrial ecosystems are clearly influencing the concentration of GHGs in the atmosphere. Greenhouse gases are constantly entering and leaving the atmosphere. Actively growing trees and other plants absorb CO2 from the atmosphere, combine it with water through photosynthesis and create sugars and more stable carbohydrates. Through this process, trees capture and store atmospheric CO2 in vegetation, soils and biomass products. The Kyoto Protocol, in 1997, explored a flexible mechanism, CDM (Clean Development Mechanism) where Annex I and non-Annex I parties interact for climate change mitigation. Forestry activities have been considered important in the arena of climate change as they act both as a sink and sources of carbon. The purpose of this book is to highlight the means of efficiently reducing global warming through forestry options in Bangladesh and the positive implications of CDM.

This book examines the multiple strategies proposed by the international community for addressing global climate change (GCC) from both human and state-security perspectives. It examines what is needed from major states working within the UN framework to engage with the multiple dimensions of a strategy that addresses GCC and its impacts, where such engagement promotes both human and state security. Two broad frameworks for approaching these issues provide the basis of discussion for the individual chapters, which discuss the strategies being undertaken by major state powers (the US, the EU, China, India, Japan, and Russia). The first framework considers the multiple strategies, mitigation, adaptation, and capacity-building required of the international community to address the effects of GCC. The second framework considers the differentiation of GCC policies in terms of security and how the efficacy of these strategies could be impacted by whether priority is given to state security over human security concerns.
