The survival of NATO as a viable alliance is currently challenged by a shift in the strategic balance of power, as well as by global events and contingencies that extend far beyond NATO's boundaries. In the face of these challenges, existing institutional mechanisms are proving inadequate to respond effectively. The distinguished contributors to this volume draw on their vast political and diplomatic experience to identify and analyze the problems confronting NATO for the remainder of the twentieth century. They make clear the need for a trans-Atlantic communication network among policymakers, scholars, and others–a network that will allow an ongoing process of analysis and assessment of NATO's strategic, economic, and political problems, along with the identification of appropriate reactions.

Transforming NATO: New Allies, Missions, and Capabilities, by Ivan Dinev Ivanov, examines the three dimensions of NATO’s transformation since the end of the Cold War: the addition of a dozen new allies; the undertaking of new missions such as peacekeeping, crisis response, and stabilization; and the development of new capabilities to implement these missions. The book explains these processes through two mutually reinforcing frameworks: club goods theory and the concept of complementarities. NATO can be viewed as a diverse, heterogeneous club of nations providing collective defense to its members, who, in turn, combine their military resources in a way that enables them to optimize the Alliance’s capabilities needed for overseas operations. Transforming NATO makes a number of theoretical contributions. First, it offers new insights into understanding how heterogeneous clubs operate. Second, it introduces a novel concept, that of complementarities. Finally, it re-evaluates the relevance of club goods theory as a framework for studying contemporary international security. These conceptual foundations apply to areas well beyond NATO. They provide useful insights into understanding the operation of transatlantic relations, alliance politics, anda broader set of international coalitions and partnerships.

War has returned to Europe, and NATO stands at the forefront of the response to Russia's aggression in Ukraine. But how does NATO function? How do NATO member states perceive and act through the Atlantic Alliance? And ultimately how do states shape NATO's cohesion and relevance in the face of threats? The Nations of NATO explores national policies within the Atlantic Alliance. It examines the foreign policies of 16 allies, focusing on issues such as their strategic cultures, relationship with the United States, contributions to NATO operations, levels of defence spending, domestic challenges, and decision-making processes. The recent crisis in Ukraine has without doubt reinvigorated NATO as a military alliance, but over the last decade it has also been affected by a number of challenges, both endogenous and exogenous. Whether the Alliance is threatened from the outside (Russia, terrorism, China) or is being undermined from within (intra-Alliance politics, diverging threat perceptions) has become an increasingly debated issue. The degree to which the Alliance can adapt to evolving threats has also been at stake. At the heart of these debates are NATO allies' policies, preferences, threat perceptions, and level of commitment to the shared enterprise. This book analyses the fifteen-year-long strategic partnership between NATO and the Gulf Cooperation Council (GCC). The book goes on to address several key questions raised in the year since the inception of the Istanbul Cooperation Initiative (ICI): Is the initiative a framework for consultation on Gulf and regional security issues? Is it a security initiative or a defensive one? Even more importantly, how was this initiative developed? Was there a mutual eagerness, on the part of NATO or that of the four Gulf States, to develop it? This book provides a critical examination of NATO’s evolving strategic and operational roles in the Western Balkans since the disintegration of Yugoslavia in 1991, with a particular focus on Bosnia, Kosovo and the former Yugoslav Republic of Macedonia, in both the conflict and post-conflict phases. While there is a myriad of literature available on the various conflicts that engulfed the former Yugoslavia after the collapse of communism, less has been written on NATO’s overall role in these conflicts. This text, therefore, fills the gap, offering a thematic study of NATO’s roles and duties in this region from the early 1990s to the present day. The ‘levels of analysis’ introduced by Mulchinock provide a new framework for examining NATO’s response to the Yugoslav wars of secession, focusing on the role of key NATO member states and the role of different NATO Secretaries-General, along with the impact of inter-institutional cooperation (and conflict) with other international organisations.

NATO has many European and global partner countries. The political and military utility of all these partnerships is clear; they 'provide' more security than they 'consume'. But the utility for NATO of partners also changes over time. This book scrutinizes these partnerships, both from a NATO perspective and from that of its partners.

The question of burden sharing has always been important in NATO with an acute relevance today as the US will cut its defence budget over a ten-year period and is no longer automatically willing to lead military operations.
