Transforming NATO: New Allies, Missions, and Capabilities, by Ivan Dinev Ivanov, examines the three dimensions of NATO’s transformation since the end of the Cold War: the addition of a dozen new allies; the undertaking of new missions such as peacekeeping, crisis response, and stabilization; and the development of new capabilities to implement these missions. The book explains these processes through two mutually reinforcing frameworks: club goods theory and the concept of complementarities. NATO can be viewed as a diverse, heterogeneous club of nations providing collective defense to its members, who, in turn, combine their military resources in a way that enables them to optimize the Alliance’s capabilities needed for overseas operations. Transforming NATO makes a number of theoretical contributions. First, it offers new insights into understanding how heterogeneous clubs operate. Second, it introduces a novel concept, that of complementarities. Finally, it re-evaluates the relevance of club goods theory as a framework for studying contemporary international security. These conceptual foundations apply to areas well beyond NATO. They provide useful insights into understanding the operation of transatlantic relations, alliance politics, anda broader set of international coalitions and partnerships.

The first comprehensive history of NATO in the 1960s, based on the systematic use of multinational archival evidence. This new book is the result of a gathering of leading Cold War historians from both sides of the Atlantic, including Jeremi Suri, Erin Mahan, and Leopoldo Nuti. It shows in great detail how the transformation of NATO since 1991 has opened up new perspectives on the alliance’s evolution during the Cold War. Viewed in retrospect, the 1960s were instrumental to the strengthening of NATO's political clout, which proved to be decisive in winning the Cold War – even more so than NATO's defense and deterrence capabilities. The contributors to this book set out to show that NATO's post-Cold War troubles are largely self-generated and almost exclusively "eastern". They focus in particular on the issue of what to do with the former Yugoslavia.

NATO's military intervention in Yugoslavia highlights the choices and problems confronting the alliance as it approaches the new century. An alliance created to keep Western Europe out of the Soviet orbit during the Cold War has sought to reinvent itself as a "crisis-management" organization to suppress conflicts on Europe's periphery - and perhaps beyond. Is NATO suited to playing such a role, or is the alliance a Cold War anachronism? How will Russia react to an enlarged NATO focused on out-of-area peacekeeping and conflict-prevention missions? Are there alternative security institutions that might better address Europe's security needs in the post-Cold War era?

Why NATO Endures examines military alliances and their role in international relations, developing two themes. The first is that the Atlantic Alliance, also known as NATO, has become something very different from virtually all pre-1939 alliances and many contemporary alliances. The members of early alliances frequently feared their allies as much if not more than their enemies, viewing them as temporary accomplices and future rivals. In contrast, NATO members were almost all democracies that encouraged each other to grow stronger. The book's second theme is that NATO, as an alliance of democracies, has developed hidden strengths that have allowed it to endure for roughly 60 years, unlike most other alliances, which often broke apart within a few years. Democracies can and do disagree with one another, but they do not fear each other. They also need the approval of other democracies as they conduct their foreign policies. These traits constitute built-in, self-healing tendencies, which is why NATO endures.

Reports of NATO's death have been greatly exaggerated. Characterizations of NATO as a relic of the past do not square with the fact that the Alliance is busier today than at any time in its history. As Europe has become more unified and more democratic, NATO has assumed new layers of significance in the global security environment. In a post-September 11 world, the old 1990s debate about what is in area and what is out of area is a luxury that the Alliance can no longer afford. Decisions made at the 2004 Istanbul summit aimed at enhancing NATO's partnerships with the states of Central Asia and extending the partnership concept to the Greater Middle East reflect the Alliance's new, more global presence as do new military missions in Afghanistan, Iraq, and Sudan. Moore argues that a careful analysis of NATO's new, more global focus suggests that it's not the nature of NATO's mission that has changed, but rather its scope. NATO is approaching its new out of area missions with the political tools developed after the Soviet threat faded in the early 1990s when the Allies agreed that, rather than merely defend an old order, they would now create a new one grounded in liberal democratic values, including individual liberty and the rule of law. Indeed, the mission of projecting stability eastward was understood to be inextricable from the promotion of these values. This new mission required that NATO devote greater attention to its political dimension. In fact, as the United States turned to promoting democracy around the world in the wake of September 11, it ultimately sought to enlist NATO in its mission of extending democracy beyond Europe to Central Asia and the Middle East. As Moore demonstrates in her attempt to provide a full and comprehensive understanding of the new NATO, while divisions within the Alliance persist as to just how global NATO should be, the post-September 11 security environment ensures that NATO's survival depends upon its willingness to project security beyond Europe. That mission will be as much political as it is military.
