Notions of diaspora are central to contemporary debates about 'race', ethnicity, identity and nationalism. Yet the Irish diaspora, one of the oldest and largest, is often excluded on the grounds of 'whiteness'. Outsiders Inside explores the themes of displacement and the meanings of home for these women and their descendants. Juxtaposing the visibility of Irish women in the United States with their marginalization in Britain, Bronwen Walter challenges linear notions of migration and assimilation by demonstrating that two forms of identification can be held simultaneously. In an age when the Northern Ireland peace process is rapidly changing global perceptions of Irishness, Outsiders Inside moves the empirical study of the Irish diaspora out of the 'ghetto' of Irish Studies and into the mainstream, challenging theorists and policy-makers to pay attention to the issue of white diversity.

Outsiders in the Clubhouse captures the experience of living on the women's professional golf tour. Based on interviews, field work, and archival data, it reveals a double edge to women's status as outsiders within the world of golf. On the tour, gender is less relevant than in the everyday lives of most women. LPGA members do not compete directly with men, they are not held back by glass ceilings, and their raises are based on merit. But at the same time the tour operates within a sexist world. Despite all their skill, women golfers remain outsiders within the hypermasculine world of golf. This book explores the players' lives as they attempt to balance the often conflicting demands of their sport and the conventional social expectations of womanhood. The analysis builds from the players' negotiation of interactions with fans and press and between each other to a broader analysis of the political symbolism and agency of women athletes within contemporary society.

This report examines the practice of recruiting externally to the senior civil service (SCS). Outside recruitment has been used to fill skills shortages and to bring new perspectives to government, but has also been criticised for potentially diluting core civil service values and for being poor value for money. PASC concludes that the senior civil service has depended too heavily on external recruitment in recent years, and should now take steps to reduce its reliance on outside appointments. PASC also found that external recruits do not appear to perform better than career civil servants - despite being paid more, on average - and many leave civil service employment relatively quickly. Nonetheless, given the existence of skills gaps and the other benefits that external recruits can bring, PASC believes that there will continue to be a place for outside appointments in civil service recruitment. PASC further concludes that the extent of recent external recruitment is symptomatic of a wider concern: the ability of the civil service to identify its current and future skills needs, and to plan effectively to meet those needs. PASC recommends that the emphasis of civil service employment policy should be on developing its own people and skills, rather than seeking to draw these in from outside.

Marked as different and regarded with hostility by some in their society, many of these characters have become icons of group identity. March 1998 saw Byzantinists gathering together at the University of Sussex in Brighton, for the annual symposium held by the Society for the Promotion of Byzantine Studies. Their aim was to consider the question of the 'Byzantine outsider'. Some categories of outsiders appear clear and simple: those marked out by class, race, sex, religion. But these categories are not universals. Today, historians of all periods are examining the ways in which we analyse the divisions in our societies, which can determine how we look at societies in the past. There is no consensus on who forms the 'outsider class' in modern society; it should come as no surprise that there was no consensus in Byzantium as to who the outsiders were, what they had done to deserve that status, and what the result of their attaining it should have been. The papers in this collection, drawn from the large number presented at the XXXII Spring Symposium, continue the debate about the idea of the 'Byzantine outsider'. The scholars within - theologians, historians, literary critics and art historians - present differing approaches to different aspects of the problem. The volume does not aim to have the 'last word', but rather to provoke debate and to open the field. Any examination of society that uses the concept of the outsider has implicitly within it a concept of the 'insider'. By looking at those on the margins it becomes easier to see who were - or at least thought they were - on the inside.
