Immiserizing growth occurs when growth fails to benefit, or harms, those at the bottom. It is not a new concept, appearing in some of the towering figures of the classical tradition of political economy including Malthus, Ricardo, and Marx. It is also not empirically insignificant, occurring in between 10% and 35% of cases. In spite of this, it has not received its due attention in the academic literature, dominated by the prevailing narrative that 'growth is good for the poor'. Immiserizing Growth: When Growth Fails the Poor challenges this view to arrive at a better understanding of when, why, and how growth fails the poor. Taking a diverse disciplinary perspective, Immiserizing Growth combines discussion of mechanisms of this troubling economic phenomenon with empirical data on trends in growth, poverty, and related welfare indicators. It draws on political economy, applied social anthropology, and development studies, including contributions from experts in these fields. A number of methodological approaches are represented including statistical analysis of household survey and cross-country data, detailed ethnographic work and case study analysis drawing on secondary data. This book investigates the prospects of Africa’s sustainable industrialization, with an emphasis on youth entrepreneurship and the mechanisms in place to support both industrial and corporate entrepreneurs. The volume addresses two specific issues; first, industrialization and youth entrepreneurship and secondly, youth entrepreneurship training and education. The emphasis on youth entrepreneurship to drive sustainable industrialization in Africa is driven by three points: first, Africa’s industrialization is still at its inception with severely limited existing stock of entrepreneurial talents, which makes it imperative to look to the continent’s bulging youth population – the “population dividend” for the needed supply of successive generations of entrepreneurs. Secondly, sustainable industrialization would have to be oriented to “green”, “ICT” and “inclusive” growth which calls for a change in entrepreneurs’ attitudes. Finally, at the centre of the “Africa Rising” narrative is a budding new “cheetah” generation of young entrepreneurs who are highly educated, professional and motivated by the need to set up new business models and practices to compete in the Fourth Industrial Revolution. This volume forms part of an Education for Sustainable Development in Africa (ESDA) book series involving the United Nations University Institute for the Advanced Study of Sustainability and 8 partner African universities running Master’s Programs in sustainable development. The book series is intended to serve primarily as undergraduate and graduate instruction materials for courses on sustainable development in Africa, as well as policy input to key developmental issues in Africa.

This Selected Issues paper argues that for Ethiopia to continue sustaining robust growth, leveraging the transformation power of the private sector, especially entrepreneurs, is essential. Although Ethiopia’s public sector-led development strategy has delivered strong results over the past decade, it has been facing significant challenges in recent years. A model-based analysis of the country’s investment program indicates that, despite positive long-run growth effects, transition challenges and macroeconomic trade-offs are associated with different financing strategies. Heavy reliance on domestic bank borrowing may require substantial fiscal and macroeconomic adjustments as well as entail a sharp increase in inflation. External commercial borrowing, on the other hand, may ease these adjustments but at the cost of significant increases in debt to gross domestic product ratios. Comparing Ethiopia’s development experience—especially in terms of structural transformation and competitiveness—with that of selected Asian countries indicates differences which point to possible adjustments in Ethiopia’s development approach.
