This book presents a new theoretical framework through which to understand the role of regional powers in creating and maintaining regional security orders. As a result of the retreat of the global powers since the end of the Cold War, it has become clear that international security dynamics are less explicable without considering the regional level as a primary focus for most states. The authors contend that these dynamics, which include the identification, management and prevention of security threats, are heavily influenced by regional powers. The regional level in this text is defined on the basis of regional sub-systems, more specifically Regional Security Complexes. Within this context, the authors utilize their framework to address how security orders are defined and how regional powers are identified. The focus then turns to an analysis of how the roles and foreign policy orientations of regional powers, conditioned by the presence of material capabilities, affect the development of regional security orders. The authors then present a comparative analysis of Russia, Brazil and India within their own security complexes to demonstrate an application of the framework. Systematic metaphysics is defined by its task of solving metaphysical problems through the repeated application of single, fundamental ontology. The dominant contemporary metaphysic is that of neo-Humeanism, built on a static ontology typified by its rejection of basic causal and modal features. This book offers a radically distinct metaphysic, one that turns the status quo on its head. Starting with a foundational ontology of inherently causal properties known as 'powers', Neil E. Williams develops a metaphysic that appeals to powers in explanations of causation, persistence, laws, and modality. Powers are properties that have their causal natures internal to them: they are responsible for the effects in the world. A unique account of powers is advanced, one that understands this internal nature in terms of blueprint of potential interaction types. After the presentation of the powers ontology, Williams offers solutions to broad metaphysical puzzles, some of which take on different forms in light of the new tools that are available. The defence of the ontology comes from the virtues of metaphysic it can be used to develop. Particular attention is paid to the problems of causation and persistence, simultaneously solving them as is casts them in a new light. The resultant powers metaphysic is offered as a systematic alternative to neo-Humeanism.

This book is the first of its kind to examine the role of great powers in the international politics of climate change. It develops a novel analytical framework for studying environmental power in international relations, what counts as a great power in the environmental field, and what their special environmental responsibilities are. In doing so, the book connects International Relations (IR) debates on power inequality, great powers and great power management, with global environmental politics (GEP) scholarship. The book brings together leading scholars in IR and GEP whose contributions focus on major environmental powers (United States, China, European Union, India, Brazil, Russia) and international institutions and issue areas (UN Security Council, multilateral environmental agreements, international climate leadership, coal politics). The contributors to this volume examine how individual great powers have responded to the global climate challenge and whether they have accepted a special responsibility for stabilizing the global climate. They place emerging discourses on great power responsibility in the context of wider debates about international environmental leadership and climate change securitization. And they provide new insights into how international power inequality intersects with the global ecological crisis, and what special role great powers could and should play in the international fight against global warming.

This book explores different accounts of powers and abilities in early modern philosophy. It analyzes powers and abilities as a package, hopefully enabling us to better understand them both and to see similarities as well as dissimilarities. While some prominent early modern accounts of power have been studied in detail, this volume also covers lesser‐known thinkers and several early modern women philosophers. The volume also investigates early modern accounts of powers and abilities in a more systematic fashion than has been previously done. By broadening its scope in these ways, the volume uncovers trends and tendencies in early modern thinking about powers and abilities that are easy to miss. Chapters in this book explore how 22 early modern thinkers approached the following questions: What kind of entities are powers and abilities? Are they reducible to something categorical or not? What is the relation between powers and abilities? Is there a fundamental metaphysical difference between them or not? How do we know what powers objects have and what abilities agents have? China’s rise is changing the dynamics of the international system.
