This book offers a comparative lens on the contested relationship between two leading conflict resolution norms: ethnopolitical power-sharing pacts and the women, peace and security (WPS) agenda. Championed by national governments and international organizations over the last two decades, power-sharing and feminist scholars and practitioners tend to view them as opposing norms. Critics charge that power-sharing scholars cast gender as an inconsequential political identity that does not motivate people like ethnonationalism. From a feminist perspective, such thinking serves the interests of ethnicized elites while excluding women and other marginalized communities from key sites of political power. This edited volume takes a different tack: while recognizing the gender gaps that still exist in power-sharing theory and practice, contributors also emphasize the constructive engagements that can be built between ethnopolitical power-sharing and gender inclusion. Three main themes are highlighted: The ‘gender silences’ of existing power-sharing arrangements The impact of gender activism and advocacy on the negotiation and implementation of power-sharing pacts in divided societies The opportunities for linkages between power-sharing and the women, peace and security agenda. To achieve peaceful interethnic relations and a stable democracy in the aftermath of violent conflict, institutional designers may task political elites representing previously warring sides with governing a nation together. In Power-Sharing Executives, Joanne McEvoy asks whether certain institutional rules can promote cooperation between political parties representing the contending groups in a deeply divided place. Examining the different experiences of postconflict power sharing in Bosnia, Macedonia, and Northern Ireland, she finds that with certain incentives and norms in place, power sharing can indeed provide political space for an atmosphere of joint governance or accommodation between groups. Power-Sharing Executives explains how the institutional design process originated and evolved in each of the three nations and investigates the impact of institutional rules on interethnic cooperation. McEvoy also looks at the role of external actors such as international organizations in persuading political elites to agree to share power and to implement power-sharing peace agreements. In January 2011, Felani Khatun was shot dead while attempting to cross the border from India to Bangladesh. Migration to India from the current geographical and political entity called Bangladesh is more than a century old and had begun long before the nation states were created in South Asia. Often termed as ‘foreigners’ and ‘infiltrators’, Bangladeshi migrants such as Felani find their way into India for the promise of a better future. Post 1971, there has been a steady movement of people from Bangladesh into India, both as refugees and for economic need, making this migration a complex area of inquiry. This book focuses on the contemporary issue of undocumented Bangladeshi migration to the three Indian states of Assam, West Bengal, and Delhi, and how the migrants are perceived in light of the ongoing discourses on the various nationalisms in India. Is democratic governance good for economic prosperity? Does it accelerate progress towards social welfare and human development? Does it generate a peace-dividend and reduce conflict at home? Within the international community, democracy and governance are widely advocated as intrinsically desirable goals. Nevertheless, alternative schools of thought dispute their consequences and the most effective strategy for achieving critical developmental objectives. This book argues that both liberal democracy and state capacity need to be strengthened to ensure effective development, within the constraints posed by structural conditions. Liberal democracy allows citizens to express their demands, hold public officials to account and rid themselves of ineffective leaders. Yet rising public demands that cannot be met by the state generate disillusionment with incumbent officeholders, the regime, or ultimately the promise of liberal democracy ideals. Thus governance capacity also plays a vital role in advancing human security, enabling states to respond effectively to citizen's demands.
