This book documents the evolution of the United Nations (UN) Crime Programme and its changing priorities, from the early focus on juvenile delinquency and correctional treatment, to the present preoccupation with transnational organized crime. It analyses what factors have contributed to this evolution, and to the shift from the original work on “soft law” resolutions and international standards, to “hard law” conventions, and to the expansion of technical assistance. It also examines the changing structure and working methods of the Programme, such as the UN Crime Commission and the UN Secretariat unit responsible for the Programme, the UN Crime Congresses, and the Programme Network Institutes. Drawing on almost 50 years of experience on the “inside” of the UN Crime Programme and his hands-on knowledge of the working of governmental and intergovernmental processes, Matti Joutsen explores the transitions that have taken place in the UN Crime Programme over the seven decades of its existence, assesses the changing impact of the Programme, and suggests possible future directions in international cooperation in crime prevention and criminal justice. This collection of studies (the eighth by David Jacoby) covers a period witnessing intensive geographic mobility across the Mediterranean, illustrated by a growing number of Westerners engaging in pilgrimage, crusade, trading and shipping, or else driven by sheer curiosity. This movement also generated western settlement in the eastern Mediterranean region. A complex encounter of Westerners with eastern Christians and the Muslim world occurred in crusader Acre, the focus of two papers; a major emporium, it was also the scene of fierce rivalry between the Italian maritime powers. The fall of the crusader states in 1291 put an end to western mobility in the Levant and required a restructuring of trade in the region. The next five studies show how economic incentives promoted western settlement in the Byzantine provinces conquered by western forces during the Fourth Crusade and soon after. Venice fulfilled a major function in Latin Constantinople from 1204 to 1261. The city's progressive economic recovery in that period paved the way for its role as transit station furthering western trade and colonization in the Black Sea region. Venice had also a major impact on demographic and economic developments in Euboea, located along the maritime route connecting Italy to Constantinople. On the other hand, military factors drove an army of western mercenaries to establish in central Greece a Catalan state, which survived from 1311 to the 1380s.

This book addresses child sex trafficking in the era of digital technology. As a global problem, human trafficking frequently victimizes the most vulnerable: children. Offenders often use the Internet as a vehicle for criminal activities, including acts to sexually exploit them. With Internet access growing exponentially, more children are online every day, increasing their risk of becoming involved in sexual exploitation or being treated as a commodity. Inconsistent law among countries and the lack of adequate cooperation across borders make combating this issue increasingly difficult. Sexual offences pose severe violations of human rights that necessitate criminal law intervention in every democratic society. Using a holistic and integrated approach, this book examines sexual offenses through criminal law and criminal procedure within different jurisdictions. Impunity or lenient punishment enjoyed by perpetrators appears as a fundamental concern and contribute to low(er) reporting rates. Cybercrimes are often viewed as technical offenses that require technical solutions, such as antivirus programs or automated intrusion detection tools. However, these crimes are committed by individuals or networks of people which prey upon human victims and are detected and prosecuted by criminal justice personnel. As a result, human decision-making plays a substantial role in the course of an offence, the justice response, and policymakers' attempts to legislate against these crimes. This book focuses on the human factor in cybercrime: its offenders, victims, and parties involved in tackling cybercrime. The distinct nature of cybercrime has consequences for the entire spectrum of crime and raises myriad questions about the nature of offending and victimization.
