This collaborative volume​ discusses the One Belt One Road, or the New Silk Road, initiative of Chinese President Xi Jinping from the perspectives of the Belt and Road countries. This initiative has been viewed as a re-globalization drive by China in the backdrop of financial crisis of the West and the latter’s increasingly protectionist tendencies of late. Rather than ‘rebalancing’ towards a certain region, this is supposed to be China’s ‘global rebalancing’ aimed at inclusiveness and a win-win partnership. The initiative has raised hopes as well as suspicions about China's goals and intentions; that is, whether this is in sync with China’s foreign policy goals, such as multipolarity, no hegemonic aspirations, and common security, or if this is an antidote to the U.S. foreign policy goals in the region, and China’s ambition to realizing its long-term vision for Asian regional and global order. In this volume, a galaxy of eminent academics from India, China, Pakistan, Uzbekistan, Germany and Southeast Asia have critically analysed every aspect of this mammoth project, including the six major economic corridors identified by China for policy coordination, infrastructure connectivity, unimpeded trade, monetary circulation, and people to people exchanges. The authors have interpreted China’s peripheral, regional as well as global diplomacy both over land and sea. This topical volume is of interest to scholars and students of Asian studies, China studies, Asian history, development studies, international relations and international trade.

While China’s growth gathered momentum in 2017, rebalancing was uneven and decelerated along many dimensions reflecting the temporary factors behind the growth pickup. Going forward, rebalancing is expected to proceed as these temporary factors recede, but elevated income inequality and leverage will remain a challenge. The authorities are already pursuing several pro-rebalancing policies which could be expanded to support each dimension of rebalancing while reducing trade-offs between them.

This paper examines gender inequality in the context of structural transformation and rebalancing in China. We document declining women's relative wages and labor force participation in China during the last two decades, despite rapid growth and expansion of the service sector. Using household data, we provide evidence consistent with a U-shaped relationship between economic development and women's labor market outcomes. Using a model of structural transformation, we show that labor market barriers for women have increased over time. Model counterfactuals suggest that removing these barriers and increasing service sector productivity can boost both gender equality and economic growth in China.

After many years of rapid expansion, China’s growth is slowing to more sustainable levels and is rebalancing, with consumption becoming the main growth driver. This transition is likely to have negative effects on its trading partners in the near term. This paper studies the potential spillovers to the ASEAN-5 economies through trade, commodity prices, and financial markets. It finds that countries with closer trade linkages with China (Malaysia, Singapore, and Thailand) and net commodity exporters (Indonesia and Malaysia) would suffer the largest impact, with growth falling between 0.2 and 0.5 percentage points in response to a decline in China’s growth by 1 percentage point depending on the model used and the nature of the shock. The impact could be larger if China’s slowdown and rebalancing coincides with bouts of global financial volatility. There are also opportunities from China’s rebalancing, both in merchandise and services trade, and there is preliminary evidence that some ASEAN-5 economies are already benefiting from these trends.

The idea that China’s economy needs to rebalance is no longer controversial inside or outside the country. Whether it be the increasing recognition of income inequality at home; the still large external surplus; the focus on consumption and industrial upgrading in the policy discourse; the economic, political and social tensions associated with the major decline in housing affordability; the profound conflict between industrialisation, urbanisation and the biosphere; the profitability gulf between the top SOEs and private firms; or the uni-directional pressures pushing on the real exchange rate; the evidence in favour of a highly imbalanced structure is omnipresent. Rebalancing and Sustaining Growth in China brings together some of the world’s leading observers of the Chinese economy to debate the multifarious questions pertaining to rebalancing. How are we to make sense of the many, often contradictory, proposals that seek the same ultimate objective of a more sustainable growth model? What mix of policies will be most effective in addressing the required structural change without sacrificing prosperity along the way? Where should we look for root causes, and how can we avoid getting distracted by symptoms? How do China’s unique internal migration dynamics – and the Lewis turning point – constrain its options? What role will and should financial, fiscal and welfare reform play in the process? Where do water and energy security fit in? Can China innovate before it gets old – or can China get smart before it gets rich? And are intergenerational issues being taken into account?

This book examines the success of the US rebalancing (or pivot) strategy towards Asia, placing the US pivot in a historical context while highlighting its policy content and management dilemmas. Further, the contributors discuss the challenges and opportunities that each regional state confronts in responding to the US rebalancing strategy. In 2011, President Barack Obama laid out the framework for a strategic pivot of US policy towards the Asia Pacific region. Writers in this volume focus specifically on Asian perception of the strategy. Among the topics they explore are: China’s desire to be seen as equal to the US while maintaining foreign policy initiatives independent of the US strategic rebalance; the strengthening of Japan’s alliance with the US through its security policies; the use of US-China competition by South Korea to negotiate its influence in the region; and Australia’s embrace of the strategy as a result of foreign direct investment that provides economic benefits to the country.

Asia’s recent economic performance has been remarkable. However, the rapid growth that Asia has experienced cannot be taken for granted. This volume analyzes Asia’s need to rebalance its growth model toward domestic demand and what that rebalancing would entail. It discusses the nature of the challenge across economies in the region.

How does China’s new growth model affect sub-Saharan Africa? To address this question, this paper first looks at the growing ties between China and Africa; attempts to estimate more precisely the impact on growth through the trade channel; and finally draws some policy implications regarding whether this means an end of the Africa Rising narrative or merely the beginning of a new chapter.
