Twenty-five years into transformation, Central and Eastern European regions have undergone substantial socio-economic restructuring, integrating into European and global networks and producing new patterns of regional differentiation and development. Yet post-socialist modernisation has not been without its contradictions, manifesting in increasing social and territorial inequalities. Recent studies also suggest there are apparent limits to post-socialist growth models, accompanying a new set of challenges within an increasingly uncertain world. Aiming to deliver a new synthesis of regional development issues at the crossroads between ‘post-socialism’ and ‘post-transition’, this book identifies the main driving forces of spatial restructuring in Central and Eastern Europe, and charts the different regional development paths which take shape against the backdrop of post-crisis Europe. A comparative approach is used to highlight common development challenges and the underlying patterns of socio-economic differentiation alike. The issues investigated within the Handbook extend to a discussion of the varied economic consequences of transition, the social structures and institutional systems which underpin development processes, and the broadly understood sustainability of Central and Eastern Europe’s current development model. From the Abstract: This volume examines the reforms and policy changes necessary in the rural sectors or the ten countries that have started the accession process for eventual membership in the European Union (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia). The papers in this volume are selected from the presentations at the Third World Bank/FAO EU Accession Workshop held in Sofia, Bulgaria, on June 17-20, 2000, and are organized around four topics: (i) defining the concepts of rural development-options for EU accession candidate countries; (ii) rural development in the European Union; (iii) rural development in Central and Eastern Europe; and (iv) international experiences and the role of international organizations in supporting rural development in the EU accession candidate countries. This volume is intended for agricultural policy makers and government officials in the candidate countries, EU officials, World Bank and FAO staff, development scholars, and all others interested in the process of rural development in Central and Eastern Europe.

This book describes the transformation of the agricultural sector in East-Central European countries after the collapse of the socialist system at the beginning of the 20th century. Through considering their spatial diversity, it identifies diagnoses and evaluates the social and economic processes that have taken place in eleven countries which are currently the members of the European Community. The book analyses all important elements of spatial structure of agriculture such as land use, agrarian structure, agricultural population, technical facilities, structure and volume of production, yields, and types of farms. It also provides a wealth of maps and charts that facilitate the interpretation of the identified phenomena. As such the book is a great resource for academics, students, practitioners and policy-makers in geography and food economics.

This volume focuses attention on key environmental and institutional changes associated with eastern expansion of the European Union, assessing and challenging prevailing views about the outcomes and processes of this historic development. Looking at four central themes -- capacity changes and limitations, the EU's mixed messages and conflicting priorities, non-state actor roles and developments, and the exchange of ideas and information - the volume shows that enlargement will change the EU, not just make it bigger, and that EU officials and programs are improving aspects of environmental policy in CEE countries even as they are making others less sustainable. With the larger role that the agricultural sector plays in the Eastern Europe and Central Asian (ECA) region, emphasis must be placed on the sector's sustained growth and prosperity. The Bank strategy for rural development in the ECA region during the early phase of transition emphasized the reform of agricultural policies and assistance in privatizing, restructuring, and rebuilding agriculture and agro-industrial complexes. In retrospect, it can be seen that the ECA countries concerned made the right choice when they set their objective to transform their socialized agriculture into a private-ownership and market-based system. Given the developments of the past decade, it is clear, however, that the initial expectations for the outcomes of such reforms were overly optimistic. The transition process in agriculture is far more complex than originally envisaged by both the countries themselves and the international community, including the Bank. Increased social problems and alarming growth of poverty have added a new, unexpected, dimension to the transition process. As the analysis indicates, the region's rural economy is still struggling to adjust to new economic realities, and this will require further refinement and adjustment of the Bank's approach as well. This volume, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the ECA region.
