Recent research demonstrates that the quality of public institutions is crucial for a number of important environmental, social, economic, and political outcomes, and thereby human well-being. The Quality of Government (QoG) approach directs attention to issues such as impartiality in the exercise of public power, professionalism in public service delivery, effective measures against corruption, and meritocracy instead of patronage and nepotism. This Handbook offers a comprehensive, state-of-the-art overview of this rapidly expanding research field and also identifies viable avenues for future research. The initial chapters focus on theoretical approaches and debates, and the central question of how QoG can be measured. A second set of chapters examines the wealth of empirical research on how QoG relates to democratization, social trust and cohesion, ethnic diversity, happiness and human wellbeing, democratic accountability, economic growth and inequality, political legitimacy, environmental sustainability, gender equality, and the outbreak of civil conflicts. The remaining chapters turn to the perennial issue of which contextual factors and policy approaches—national, local, and international—have proven successful (and not so successful) for increasing QoG. The Quality of Government approach both challenges and complements important strands of inquiry in the social sciences. For research about democratization, QoG adds the importance of taking state capacity into account. For economics, the QoG approach shows that in order to produce economic prosperity, markets need to be embedded in institutions with a certain set of qualities. For development studies, QoG emphasizes that issues relating to corruption are integral to understanding development writ large.

In this book the authors tackle the concept of 'quality of government' (QoG) both conceptually and empirically and apply their focus to EU countries and regions. In a pioneering empirical effort, they map out regional QoG for the first time for 172 NUTS 1 and 2 regions throughout 18 countries in the EU, and provide a detailed methodology. They follow up the quantitative assessment with three case studies demonstrating the wide variation of QoG found within the countries of Italy, Belgium and Romania. The intention of this book's contributions is to focus on some key aspects of social capital in the context of civic participation, governance and civil society at both national and EU levels. The role of new EU members is particularly stressed. The texts aim to demonstrate how social capital in the form of co-operative norms and actions facilitates the self-organisation of civil society and its internal ability to articulate policy relevant alternative proposals. Social capital is a relatively new concept in the social sciences. In the last twenty or so years it has come to indicate that networks of social relationships represent a 'resource' for both the individual and society, since they provide support for the individual and facilitate collective action. Although this is not an entirely new idea, the more systematic way in which social capital captures such an intuition has created a new theoretical paradigm and helped to develop a series of innovative research programmes in politics, economics, and the study of human well-being. The concept has gained currency beyond academia, extending its influence to political and policy-making circles at local, national, and international levels. It has also affected the way in which social surveys are conceived and public policies assessed. As the idea of social capital has spread, the literature about it has increased exponentially. After twenty years of rapid expansion it is time for a more considered and critical assessment of how the original concept has been adapted and refined, and how successful its application has been. The Handbook of Social Capital intends to do precisely that. It offers a state-of-the-art view of discussions about the concept of social capital and the way in which it has been applied in empirical research. Over the past few decades, there has been a rapid proliferation of eGovernance for Development projects. Drawing on evidence from three longitudinal case studies of rural eGovernance projects this book shows that improving systems of governance is fundamentally a social rather than managerial or technological activity.

Race and racial diversity are important aspects of America and have been shown to substantially affect social relations and the political system, often in ways inconsistent with the values of equality. However, greater civic association and a general sense of community, embodied in the concept of social capital, are said to have tremendous beneficial effects and profoundly influence American society. This 2007 study juxtaposes and critically assesses two bodies of research that have reached different conclusions on these issues. Is America's legacy of racial inequality an 'evil twin' of the benefits of social capital? By analysing the social outcomes for racial minorities, in addition to other dimensions of American politics, the author shows that the impact of racial diversity consistently outweighs that of social capital.
