Since the early 1990s and the end of the Cold War, the implications of China's rising power have come to dominate the security agenda of the Asia-Pacific region. This book is the first to comprehensively chart the development of Southeast Asia’s relations with the People’s Republic of China (PRC) from 1949 to 2010, detailing each of the eleven countries’ ties to the PRC and showing how strategic concerns associated with China's regional posture have been a significant factor in shaping their foreign and defence policies. In addition to assessing bilateral ties, the book also examines the institutionalization of relations between the Association of Southeast Asian Nations (ASEAN) and China. The first part of the book covers the period 1949-2010: it examines Southeast Asian responses to the PRC in the context of the ideological and geopolitical rivalry of the Cold War; Southeast Asian countries’ policies towards the PRC in first decade of the post-Cold War era; and deepening ties between the ASEAN states and the PRC in the first decade of the twenty-first century. Part Two analyses the evolving relationships between the countries of mainland Southeast Asia - Vietnam, Thailand, Myanmar, Laos and Cambodia - and China. Part Three reviews ties between the states of maritime Southeast Asia - Indonesia, Malaysia, Singapore, the Philippines, Brunei and East Timor - and the PRC. Whilst the primary focus of the book is the security dimension of Southeast Asia-China relations, it also takes full account of political relations and the burgeoning economic ties between the two sides. This book is a timely contribution to the literature on the fast changing geopolitics of the Asia-Pacific region.

This book brings together a diverse range of responses to China's Marine Silk Road Initiative, which proposes to redraw the map of Asia, particularly South Asia. China’s 21st Century Maritime Silk Road Initiative (MSRI) is a massive scheme to connect wide swaths of East, Southeast, South, and West Asia through a dense web of interconnected hard and soft infrastructure involving ports, roads, logistics facilities, special industrial zones, and free trade and investment agreements. As part of “China’s south,” Southeast Asia has historically assumed a peripheral position when juxtaposed against the power of the Chinese state. In the existing scholarly literature, the power asymmetry is reflected in the ostensible bias where most studies are about China’s presence in or engagement with Southeast Asia rather than the reverse; studies on the presence or influence of Southeast Asia in China have been a marginal enterprise. The present volume aims to fill this void by exploring the historical entanglements and contemporary engagements of Southeast Asia(ns) in China through a Southeast Asian perspective. As China seeks to understand Southeast Asia’s presence in the country on its own terms, it is also engaged in a process of self-discovery and defining where and how it should stand in relation to the region. Departing from the discourse of China as the a priori center dominating the scholarship on China–Southeast Asia relations, the present volume hopes to subvert such power relations in order to bring fresh perspectives on the historical and contemporary contributions of Southeast Asia(ns) in China.

The rise of China has reconstituted the regional identity in Asia as well as the lens through which understanding of China and self-understanding are no longer separate processes intellectually. China scholarship in South and Southeast Asia necessarily highlights meanings of encountering China that Western social sciences fail to reflect because academics in many places, being migrants, navigate and combine more than one civilization forces. With China in itself undergoing transformation, it is unlikely that one can simply speak of China without multiple qualifications of what one actually refers to. The book gathers authors who come from different scholarly traditions to reflect upon how the presentation of China in academic writings as well as think tank analyses can engender different identity possibilities. The book therefore complicates the category 'China' to enable mutual empathy between everything that in one way or another relies on Chineseness as object or subject in accordance with the identity strategies of the China experts.

This volume studies the outcomes of the two-way flow of investments and people between China and India, and Southeast Asia. These cross-border flows have led to new settlements in Southeast Asia from which new outlooks have emerged among locally born generations that have given rise to new forms of solidarity and identification.The advent of new generations of ethnic Chinese and Indians in Southeast Asia, with no ties to China or India, has spawned important debates about identity shifts which have not been registered by government leaders in Southeast Asia, China and India, as reflected in policy statements and investment patterns. Identity changes are assessed in forms where they best manifest themselves: in social life and in business ventures forged, or unsuccessfully nurtured, through tie-ups involving foreign and domestic capital. A state-society distinction is employed to determine how the governments of these rapidly developing countries envision development, through state intervention as well as with the employment of highly entrepreneurial ethnic groups, and the outcomes of this on their societies and on their economies. The chapters were originally published as a special issue in The Round Table.

Arguing that security relations between China and Southeast Asia are profoundly affected by disputes over maritime space and territory in the South China Sea, the author demonstrates that the primacy of strategic competition over strategic partnerships promotes the emergence of a structure of deterrence, encouraging South East Asia to side with the United States to balance the military power of China. This book, a project of the ASEAN-China Study Programme of ISEAS, is designed to promote a better understanding between the people of the two regions as China continues to exert a dominant political and economic presence in Southeast Asia.
