An overview of the urban crime problem containing the results of a number of research studies and consultant papers. This volume makes use of the results of three major public surveys to examine the problem of unreported crime, public attitudes toward crime and law enforcement, the characteristics of victims and victim-offender relationships, and a variety of other crime problems. Chapters are devoted to the special problems of the economic burden of crime, white collar crime, and an appraisal of the current national system of statistical accounting on crime and criminal justice matters. There are three appendices prepared by consultants, two methodological notes and a series of tables of crime rates for index offenses by city rank.

The second edition of Treating the Criminal Offender was written in an atmosphere of disillusionment and severe criticism of the traditionalist ap proach to treatment. As crime rates soared, the voices of the critics rose in volume and intensity. And so, this third edition-revised toward the end of the decade of the 1980s-embodies the shift in emphasis from rehabilitating the offender to protecting the community. This shift, in our opinion, does not reject the goal of changing the of fender so as to effect his reintegration into society; it uses the strategy of intensive supervision and surveillance only to effect the desired goal. The use of electronics to monitor the offender's whereabouts and the swift ap plication of punitive measures following. the awareness of any violation are extrinsic techniques of control. It is our opinion that for the deep, more lasting changes in behavior, some form of casework, counseling, and/or psy chotherapeutic intervention is essential. We are the cohorts who believe in the effectiveness of such treatment modalities when and if applied to the right target population at the appropriate time.

Correctional system operation and brief account of its development as background for the presentation of the directions it must take in the future. Modern corrections are moving toward more humane treatment and greater emphasis on rehabilitation and community supervision. The new corrections require extended research and program evaluation, better decision-making, improved organization, and more and better qualified staff. The most conspicuous problems in corrections today are lack of knowledge and unsystematic approach to the development of programs and techniques. Consideration is given to the role of corrections in intake and disposition, probation, alternatives to institutionalization, correctional institutions, parole and after-care, the misdemeanant in the correctional system, the legal status of the convicted person, manpower and training, and creating change.
