Constantly bandied about, 'crisis' has tended to be a much-overused word. Understanding the economy and its future challenges requires a detailed and precise analysis of what an economic crisis is. This book sets out to do just that. It first provides a deep historical context of what economic theory says about crises and their perpetual return in the form of a cycle. It then looks at what lessons might be learned from such cycles. Since 1945, the world economy has been dominated by the United States, so an analysis of recent crises must necessarily consider public policy response in this country. The quality of working life has been central to the sociological agenda for several decades, and has also been increasingly salient as a policy issue, and for companies. This book breaks new ground in the study of the quality of work by providing the first rigorous comparative assessment of the way it has been affected by the economic crisis. It examines the implications of the crisis on developments in skills and training, employees' control over their jobs, and the pressure of work and job security. It also assesses how changing experiences at work affect people's lives outside of work: the risks of work-life conflict, the motivation to work, personal well-being, and attitudes towards society. The book draws on a rich new source of evidence—the European Social Survey-to provide a comparative view over the period 2004 to 2010. The survey provides evidence for countries across the different regions of Europe and allows for a detailed assessment of the view that institutional differences between European societies—in terms of styles of management, social partnership practices, and government policies—lead to very different levels of work quality and different experiences of the crisis. Throughout this unprecedented crisis which is hitting all major economies in the EU, the escalation of the Eurozone recession increasingly undermines public confidence in the ability of competitive markets to deliver positive outcomes. A debate on the most appropriate way to enforce competition rules, in light of the crisis, is definitely useful. A “relaxed” stance to competition during difficult periods may be tempting and indeed, this has often been the approach used in the past. However, the enforcement of competition rules is no less important during times of crisis than during normal periods. It has also been argued that, when public resources are stretched to the limit and businesses are struggling to survive, competition authorities should seek to focus their limited resources on those anticompetitive practices which are most detrimental to consumer welfare such as cartels.
