Avian Influenza (AI) and Newcastle Disease (ND) are two devastating diseases of poultry, which cause losses to the poultry industry and influence the liveability of rural communities worldwide. Following the H5N1 epidemic they appear to be endemic at least in Asia, Eastern Europe, The Middle East and Africa. Particularly in case of AI outbreaks it is essential that infection is diagnosed promptly and that isolates are made available to the international scientific community. Currently, several organisations including OIE, FAO and the EC have organised training courses in affected areas. However, often these courses do not cover all aspects of AI/ND diagnosis but only certain aspects. This results in fragmented areas of knowledge and in the application of different diagnostic protocols in different parts of the world. The objective of this book is to provide a comprehensive approach to AI diagnosis ranging from the clinical elements that should trigger a suspicion in the field, to the post mortem technique, collection of samples, processing/ shipment of specimens, virological, serological and molecular diagnosis and guidelines for notification.

The increasing globalization of food trade and the harmonization of food standards and food safety rules have led to significant changes in the international and national regulatory frameworks for food. There is an increasing recognition of the need to integrate and improve coordination of regulatory activities among national and international bodies for better protection of human, animal and plant life and health without creating unnecessary barriers to trade. In addition, catastrophic outbreaks of food-borne disease have sparked increasing attention to the regulatory frameworks for food safety and food trade in the global arena. These developments have given rise to new legislative needs. National regulatory frameworks have to be adjusted to meet international and regional obligations, while the distribution of responsibilities for the food sector requires rigorous review. The present text draws on FAO's experience in providing technical assistance to governments developing new food laws and regulations, setting out and examining the many elements of the national system which should be taken into account in a comprehensive review of national regulatory frameworks for food. Towards that end, the text offers concrete recommendations for the preparation of a basic national food law, including three variants of a new model food law.

This book takes an unflinching look at the roles and functions played by the idea of universality in international legal discourses, as well as the narratives of progress that often accompany it. In doing so, it provides a critical appraisal of the mechanisms of inclusion and exclusion attendant to international law and its universalist discursive strategies. Universality is therefore not reduced to the question of the geographical outreach of international law but is instead understood in terms of boundaries. This entails examining how the idea of universality was developed in the dominant vernaculars of international law - primarily English and French - before being universalised and imposed upon international lawyers from all traditions.
