Based on the words and experiences of the people involved, this book tells the story of the community arts movement in the UK, and, through a series of essays, assesses its influence on present day participatory arts practices. Part I offers the first comprehensive account of the movement, its history, rationale and modes of working in England, Northern Ireland, Scotland and Wales; Part II brings the work up to the present, through a scholarly assessment of its influence on contemporary practice that considers the role of technologies and networks, training, funding, commissioning and curating socially engaged art today. The community arts movement was a well-known but little understood and largely undocumented creative revolution that began as part of the counter-cultural scene in the late 1960s. A wide range of art forms were developed, including large processions with floats and giant puppets, shadow puppet shows, murals and public art, events on adventure playgrounds and play schemes, outdoor events and fireshows. By the middle of the 1980s community arts had changed and diversified to the point where its fragmentation meant that it could no longer be seen as a coherent movement. Interviews with the early pioneers provide a unique insight into the arts practices of the time. Culture, Democracy and the Right to Make Art is not simply a history because the legacy and influence of the community arts movement can be seen in a huge range of diverse locations today. The dissertation studies the extent to which festivals, from a popular event for the masses, evolved into exclusive events, and shows how festivals affect society and are affected by it through practices in accordance with cultural democracy. The media The dissertation identifies cultural policy, active participation and the media as key areas of concern in order to attain a coherent culturally democratic society. The study recognised that certain festivals and forms of art have been taken over by elite groups of people who exclude others from accessing them. What is called mass culture appeared to include many more practices and manifestations of creativity than the perceived established arts. How mass culture is seen, is important in the way people are given freedom to preserve and express their cultural preferences and identities. In this respect, the media play an important role through their capacity to promote and supply culture. The media use segmented functions of culture and influence people's behaviours.

In exploring how John Dewey's notion of a «creative democracy» can be cultivated and advanced through a heightened awareness of the ways in which communication shapes individuals and society, this book helps scholars, activists, and citizens to rethink commonly accepted notions of community in order to imagine new possibilities for social, political, and economic organization - in short, new ways of imagining solidarity and citizenship with others, especially those who languish outside the range of our moral radar.

Democratic political systems and the democratic way of life is aspired by most people around the world. Democracy is considered to be morally superior to other forms of political systems as it aspires to secure civil liberties, human rights, social justice and equality before the law for everyone regardless of their gender, culture, religion and national origin. Enshrined in democracy is separation of religion and state, fair and competitive elections of leaders according to a country’s constitution which in turn is based on democratic ideals. Democracy aspires for people of different backgrounds to live together with their differences intact, but all contributing towards a better life for all. In today’s increasingly pluralistic societies many people of different cultural and national backgrounds are brought together. Many have migrated from countries with autocratic political systems. Some with religions that require them to behave in different way, others with cultures teaching them values of harmony, collectivism and conformity as opposed to the culture of their host country emphasizing individualism and cherishing differences. Hence, in multicultural societies development of pluralistic democracy, a democracy which includes respect for diversity is essential. A truly multicultural education which is based on the assumption that different cultures will be equally represented in education goes a long way towards education for democratic citizenship. Such an education would make students aware of issues of human rights and justice and encourage them to define their own values and ways in which they could contribute to a better world. The aim of this volume is to provide a forum for discussion of how multiple social perspectives and personal values can be brought together on common grounds around matters related to democracy. Contributions from research, and scholarly theoretical work as well as presentation of existing creative models of democracy education will be included. Authors from the major democracies will comment on the models and practice of multicultural education in their respective countries, to facilitate discussion and learning from each others’ experiences.

Taking his cue from Philadelphia-born novelist Charles Brockden Brown's Annals of Europe and America, which contends that America is shaped most noticeably by the international struggle between Great Britain and France for control of the world trade market, Stephen Shapiro charts the advent, decline, and reinvigoration of the early American novel. That the American novel "sprang so unexpectedly into published existence during the 1790s" may be a symptom of the beginning of the end of Franco-British supremacy and a reflection of the power of a middle class riding the crest of a new world economic system. Shapiro's world-systems approach is a relatively new methodology for literary studies, but it brings two particularly useful features to the table. First, it refines the conceptual frameworks for analyzing cultural and social history, such as the rise in sentimentalism, in relation to a long-wave economic history of global commerce; second, it fosters a new model for a comparative American Studies across time. Rather than relying on contiguous time, a world-systems approach might compare the cultural production of one region to another at the same location within the recurring cycle in an economic reconfiguration. Shapiro offers a new way of thinking about the causes for the emergence of the American novel that suggests a fresh way of rethinking the overall paradigms shaping American Studies.

How have cultural policies created new occupations and shaped professions? This book explores an often unacknowledged dimension of cultural policy analysis: the professional identity of cultural agents. It analyses the relationship between cultural policy, identity and professionalism and draws from a variety of cultural policies around the world to provide insights on the identity construction processes that are at play in cultural institutions. This book reappraises the important question of professional identities in cultural policy studies, museum studies and heritage studies. The authors address the relationship between cultural policy, work and identity by focusing on three levels of analysis. The first considers the state, the creativity of the power relationship established in cultural policies and the power which structures the symbolic order of cultural work. The second presents community in the cultural policy process, society and collective action, whether it is through the creation of institutions for arts and heritage profession or through resistance to state cultural policies. The third examines the experience of cultural policy by the professional. It illustrates how cultural policy is both a set of contingencies that shape possibilities for professionals, as much as it is a basis for identification and identity construction. The eleven authors in this unique book draw on their experience as artists and researchers from a range of countries, including France, Canada, United Kingdom, United States, and Sweden.
