This book is an exploration of how the European Union (EU) and other regional actors construct, understand and use different forms of power in a political space that is increasingly referred to as "Greater Eurasia". The contributors examine the extent that the understanding of power shapes how states and the EU act on a range of questions from energy to the balance of power in Eurasia. They explore how the EU’s and other regional actors’, primarily Russia’s, understanding of power determines whether the post-Soviet space is a neighbourhood, a battleground or an arena for geopolitical and geostrategic confrontation. The chapters deal with a range of issues from negotiations between the EU and Azerbaijan, to how the EU and Russia are trying to shape relations in Central Asia. The volume represents an innovative way of understanding the changing dynamics of the relationship between Russia and the EU, with some original empirical data, and presents these dynamics within a broader conceptual and geographic framework. It also contributes to emerging debates about how the ideational construction of political space may provide insight into how actors behave. The chapters in this book were originally published as a special issue of the journal Europe-Asia Studies.

The collapse of the Soviet Union has engendered one of the most momentous and critical regional transformations of our tiomes through the formation and development of the post-Soviet states. This book explores the politics of post-Soviet transition and the problems which will continue to face these states well into the twenty-first century, as they struggle towards democracy, market reform, ethnic co-existance and integration into a new geoplolitical post-Cold War world order. Richly illustrated with examples drawn from Russian and other post-Soviet primary sources, the author focuses on three broad themes of transition. Firstly, the progression from colonialism to post-colonialism and the consquences of such changes on national identity and the redefinition of national homeland. Secondly, the movement away from totalitarian rule and the factors which both facilitate and challenge the prospects of a democratic future. Thirdly, the process of securing a successful place in the global capitalist economy.

By studying the influence of the two main external actors in post-Soviet space, the EU and Russia, this study contributes to the increasing body of literature that studies the causes of democratic recession and authoritarian backlash in post-Soviet states and the role of regional actors in these processes. Empirically, the study finds the EU to be both a democracy-promoting and democracy-hindering actor in post-Soviet states. Russia’s impact, on the other hand, is far more negative than the literature on democratization and autocracy promotion typically suggests. It negatively affects both the quality of democracy of post-Soviet states and limits the EU's options for promoting democracy in its neighborhood.

Russia's impact on EU policy transfer to the post-Soviet space has not been as negative as often perceived. EU policies have traveled to countries and issue areas, in which the dependence on Russia is high and Russian foreign policy is increasingly assertive. This book explores Russia's impact on the transfer of EU policies in the area of Justice, Liberty, and Security and energy policy - two policy areas in which countries in the EU's Eastern neighborhood are traditionally strongly bound to Russia. Focusing especially on Armenia and Georgia, it examines whether it is the structural condition of interdependence, the various institutional ties and similarities of neighboring countries with the EU and Russia, or their concrete foreign policy actions that have the greatest impact on domestic policy change in the region. The book also investigates how important these factors are in relation to domestic ones. It identifies conditions under which different degrees of EU policy transfer occur and the circumstances under which Russia exerts either supportive or constraining effects on this process. This book will be of key interest to students and scholars of EU and European politics, international relations and comparative politics.

This book places Eurasia in its entirety within a single explanatory framework and examines, for the first time to that extent, Russia as a Eurasian energy power in its affairs with the two main geopolitical players of the region, the EU and China. Part of this geopolitical space is the Former Soviet Union (FSU) region which shares deep historical-political ties with Russia and constitutes the necessary crossing for the latter’s natural gas supplies en route to the EU market.In this way, an energy triangle is established, with Russia at the top angle, the EU in the left angle, China in the right angle and the FSU region the median.Following the scheme, three bipolar relationships emerge, Russia-FSU region, Russia-EU and Russia-China, with each of them representing a different type of bilateral cooperation. In the first case there is an asymmetric relationship with one actor being overly powerful, in terms of energy, to impose its conditions, economic and political, on the other. In the second case there is a symmetric relationship with both actors having equal means of pressure at their disposal. Finally, in the third case there is balanced relationship with both actors trading on an equal basis. Within this framework, one of the dominant theoretical debates in the field of International Relations, that between Neorealism and Neoliberal Institutionalism (the so-called ‘Neo-Neo’ debate) seeks to shed light on the governing rationale beyond Putin’s Russia foreign energy policy vis-à-vis the FSU region, the EU and China.

The European Union is still emerging as a fully fledged foreign policy actor. The vagaries of this process are clearly visible, yet insufficiently explained in the EU policies towards the post-Soviet space. EU Foreign Policy and Post-Soviet Conflicts examines EU intervention and non-intervention in conflict resolution, with a specific focus on the EU’s role in the post-soviet conflicts in the South Caucasus and Moldova: Abkhazia, South Ossetia, Nagorno-Karabakh and Transnistria. It explains how EU foreign policy affected these conflicts, but more importantly what EU intervention in these conflicts reveal about the EU itself. Based on extensive field research, the author argues that the reluctant EU intervention in post-Soviet conflicts results from a dichotomous relationship between EU institutions and some EU member states. Popescu argues this demonstrates that EU institutions use policies of ‘stealth intervention’ where they seek to play a greater role in the post-Soviet space, but they do so through relatively low-profile, uncontroversial and depoliticised actions in order to avoid visible Russian opposition. Exploring an array of questions related to the EU as a foreign policy actor, this book traces the politics of conflict intervention by EU institutions using original empirical data related to the EU decision making process and will be of interest to students and scholars of European politics, conflict resolution, foreign policy and Post-Soviet politics.
