The theology of Isaiah 40-55 has two seemingly contradictory aspects: the tension between the consolatory message of deliverance, and the harsh tone of accusation and the call to repentance. This study argues that such tension does not necessarily disclose a different authorship, but that it expresses the basic nature of the relationship between YHWH and the Israelites, in which the actions of YHWH and the actions of the people stand in a relationship of interdependence. Such interdependence is essential for the re-establishment and the continued existence of the relationship between YHWH and his people, as well as for shaping the identity of both the exiled and the non-exiled Israelite communities in the latter part of the sixth century B.C.E.

A vigorous and timely defense of the state as a force for good For decades now wealth and power have been shifting from states to markets. This experiment has been a failure for all but a privileged few. But this trend is beginning to reverse, accelerated by the COVID-19 pandemic, which has seen the state play the most direct and positive role in citizens' everyday lives in living memory. Graeme Garrard makes a powerful case for the state as our only realistic hope of countering the rising power of multinational corporations, organized crime, and international organizations that will always put their own interests first. Today the state is essential to the health and welfare of everyone except the rich and powerful. This situation offers an opportunity to rethink fiscal rules and determine how governments can make fiscal policy more agile, including in responding to crises, without undermining fiscal sustainability. A risk-based medium-term fiscal framework that combines standards, rules, and strengthened institutions would strike a better balance between flexibility and credibility.
