The Trade and Development Report 2009, subtitled "Responding to the Global Crisis - Climate Change Mitigation and Development - addresses the main issues of global economic outlook and short-term policy response to the financial and economic crisis, international monetary reform to complement stricter financial regulation and climate change mitigation as a process of structural change. The report analyzes global economic prospects within the framework of the current economic and financial crisis. It also heeds the short-term fiscal, financial and monetary policies that were adopted in response to the impacts of the 2008-2009 crisis. It also looks at the question of how increased efforts aimed at climate change mitigation can be combined with forward-looking development strategies and rapid growth in developing countries

Firms and entrepreneurs of all types-from microenterprises to multinationals-play a central role in growth and poverty reduction. Their investment decisions drive job creation, the availability and affordability of goods and services for consumers, and the tax revenues governments can draw on to fund health, education, and other services. Their contribution depends largely on the way governments shape the investment climate in each location-through the protection of property rights, regulation and taxation, strategies for providing infrastructure, interventions in finance and labor markets, and broader governance features such as corruption. The World Development Report 2005 argues that improving the investment climates of their societies should be a top priority for governments. Drawing on surveys of nearly 30,000 firms in 53 developing countries, country case studies, and other new research, the Report explores questions such as: What are the key features of a good investment climate, and how do they influence growth and poverty? What can governments do to improve their investment climates, and how can they go about tackling such a broad agenda? What has been learned about good practice in each of the main areas of the investment climate? What role might selective interventions and international arrangements play in improving the investment climate? What can the international community do to help developing countries improve the investment climates of their societies? In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Bank's new program of Investment Climate Surveys, the Bank's Doing Business Project, and World Development Indicators 2004-an appendix of economic and social data for over 200 countries. There is growing recognition around the globe that people's fundamental human rights are being imperiled in a world economy that is being driven by multinationals, investors, and banks. The 'race to the bottom' and insatiable greed has intensified poverty and economic inequalities, fueled migration, and rapidly accelerated environmental degradation. The fates of all nations are interdependent and even though the U.S. is the prime driver of the new economy, Americans have likewise experienced declines over the past decades. Blau and Moncada outline the fundamental human rights that all people are entitled to and the important role that nations have in upholding these rights. Americans find it somewhat difficult to accept the basic premise of human rights because liberalism, as a social, political, and economic ethos powerfully undercuts the premise of human rights. American liberalism highlights the efficacy of individual achievement and individual autonomy, thereby promoting the idea that people have no rights to security. . Human rights, in contrast to the liberal ethos, asserts that all humans have inalienable rights, including rights to a job, housing, social security, education, and a cultural, racial or ethnic identity. Under the conditions of a turbulent global economy, human rights need to be granted the highest standing. The authors consider global capitalism, as well as the role of the global media, and the problematic relationship between the state and society in America. In the final chapter, we review the many currents of transformative movements that are promoting a more equitable, fairer, and more egalitarian world.

This book focuses on the provision of basic social services - in particular, access to education, health and water supplies - as the central building blocks of any human development strategy. The authors concentrate on how these basic social services can be financed and delivered more effectively to achieve the internationally agreed Millennium Development Goals. Their analysis, which departs from the dominant macro-economic paradigm, deploys the results of broad-ranging research they led at UNICEF and UNDP, investigating the record on basic social services of some 30 developing countries. In seeking to learn from these new data, they develop an analytical argument around two potential synergies: at the macro level, between poverty reduction, human development and economic growth, and at the micro level, between interventions to provide basic social services. Policymakers, they argue, can integrate macro-economic and social policy. Fiscal, monetary, and other macro-economic policies can be compatible with social sector requirements. They make the case that policymakers have more flexibility than is usually presented by orthodox writers and international financial institutions, and that if policymakers engaged in alternative macro-economic and growth-oriented policies, this could lead to the expansion of human capabilities and the fulfillment of human rights. This book explores some of these policy options. The book also argues that more than just additional aid is needed. Specific strategic shifts in the areas of aid policy, decentralized governance, health and education policy and the private-public mix in service provision are a prerequisite to achieve the goals of human development. The combination of governance reforms and fiscal and macro-economic policies outlined in this book can eliminate human poverty in the span of a generation.
