The Strategic Studies Institute's XXI Annual Strategy Conference, held at Carlisle Barracks from April 6-8, 2010, addressed the topic of the meaning of war. While it did not seek to produce a definitive answer to questions about the nature and definition of war, it did highlight the crucial questions and their implications, including issues such as whether the cause of war is shifting, whether all forms of organized, politically focused violence constitute war, and the distinction between passive and active war. In the report which follows, Steven Metz and Philip Cuccia of SSI have summarized the presentations and debates at the conference and placed them in their wider intellectual and strategic context,

Wars in this century are radically different from the major conflicts of the 20th century--more amorphous, asymmetrical, globally connected, and unending. Choreographies of 21st Century Wars is the first book to analyze the interface between choreography and wars in this century, a pertinent inquiry since choreography has long been linked to war and military training. The book draws on recent political theory that posits shifts in the kinds of wars occurring since the First and Second World Wars and the Cold War, all of which were wars between major world powers. Given the dominance of today's more indeterminate, asymmetrical, less decisive wars, we ask if choreography, as an organizing structure and knowledge system, might not also need revision in order to reflect on, and intercede in, a globalized world of continuous warfare. In an introduction and sixteen chapters, authors from a number of disciplines investigate how choreography and war in this century impinge on each other. Choreographers write of how they have related to contemporary war in specific works, while other contributors investigate the interconnections between war and choreography through theatrical works, dances, military rituals and drills, the choreography of video war games and television shows. Issues investigated include torture and terror, the status of war refugees, concerns surrounding fighting and peacekeeping soldiers, national identity tied to military training, and more. The anthology is of interest to scholars in dance, performance, theater, and cultural studies, as well as the social sciences.

This book examines the key dimensions of 21st century war, and shows that orthodox thinking about war, particularly what it is and how it is fought, needs to be updated. Accelerating societal, economic, political and technological change affects how we prepare, equip and organise for war, as well as how we conduct war – both in its low-tech and high-tech forms, and whether it is with high intensity or low intensity. The volume examines changes in warfare by investigating the key features of the conduct of war during the first decades of the 21st century. Conceptually centred around the terms ‘kinetic’, ‘connected’ and ‘synthetic’, the analysis delves into a wide range of topics. The contributions discuss hybrid warfare, cyber and influence activities, machine learning and artificial intelligence, the use of armed drones and air power, the implications of the counterinsurgency experiences in Iraq, Afghanistan and Syria, as well as the consequences for law(fare) and decision making. This work will be of much interest to students of military and strategic studies, security studies and International Relations. Twenty-three countries currently allow women to serve in front-line combat positions and others with a high likelihood of direct enemy contact. This book examines how these decisions did or did not evolve in 47 countries. This timely and fascinating book explores how different countries have determined to allow women in the military to take on combat roles—whether out of a need for personnel, a desire for the military to reflect the values of the society, or the opinion that women improve military effectiveness—or, in contrast, have disallowed such a move on behalf of the state. In addition, many countries have insurgent or dissident factions, in that have led armed resistance to state authority in which women have been present, requiring national militaries and peacekeepers to engage them, incorporate them, or disarm and deradicalize them. This country-by country analysis of the role of women in conflicts includes insightful essays on such countries as Afghanistan, China, Germany, Iraq, Israel, Russia, and the United States. Each essay provides important background information to help readers to understand the cultural and political contexts in which women have been integrated into their countries' militaries, have engaged in combat during the course of conflict, and have come to positions of political power that affect military decisions.

This edited volume addresses the relationship between the essential nature of war and its character at the beginning of the twenty-first century. The focus is on the conflicts in Iraq and Afghanistan, situations that occupy a central role in international affairs and that have become highly influential in thinking about war in the widest sense. The intellectual foundation of the volume is Clausewitz’s insight that though war has an enduring nature, its character changes with time, space, social structure and culture. The fact that war’s character varies means that different actors may interpret, experience and, ultimately, wage war differently. The conflict between the ways that war is conceptualised in the prevailing Western and international discourse, and the manner in which it plays out on the ground is a key discussion point for scholars and practitioners in the field of international relations. Contributions combine insights from social theory, philosophy, sociology and strategic studies and ask directly what contemporary war is, and what the implications are for the future. This book will be of much interest to students of war studies, strategic studies, security studies and IR in general. The history of development is one marked by insecurities, violence, and persistent conflict. It is not surprising, therefore, that development is now thought of as one of the central challenges of world politics. However, its complexities are often overlooked in scholarly analysis and among policy practitioners, who tend to adopt a technocratic approach to the crisis of development and violence. This book brings together a wide range of contributions aimed at investigating different aspects of the history of development and violence, and its implications for contemporary efforts to consolidate the development-security nexus. From environmental concerns, through vigilante citizenship, to the legacies of armed conflicts during and after decolonization, the different chapters reconstruct the contradictory history of development and critically engage contemporary responses and their implications for social and political analyses. In examining violence and insecurity in relation to core organising principles of world politics the contributors engage the problems associated with the nation state and the inter-state system and underlying assumptions of the promises of progress. The book offers a range of perspectives on the contradictions of development, and on how domination, violence and resistance have been conceived. At the same time it exemplifies the relevance of alternative methodological and conceptual approaches to contemporary challenges of development. This book was published as a special issue of Third World Quarterly.
