This book is about the issues, challenges and directions currently faced by water as a key resource for mankind. The book aims at providing a finer understanding of the water regulatory future. The contributions in this book are grouped around specific themes. In Part I, the contributions address the water challenge to public international law. In Part II, the authors explore the most pressing ethical, legal, and social issues. In Part III, the discussion covers the economic drivers shaping the future of water.

In order to confront the increasingly severe water problems faced by all parts of the country, the United States needs to make a new commitment to research on water resources. A new mechanism is needed to coordinate water research currently fragmented among nearly 20 federal agencies. Given the competition for water among farmers, communities, aquatic ecosystems and other users-as well as emerging challenges such as climate change and the threat of waterborne diseases-Confronting the Nation's Water Problems concludes that an additional $70 million in federal funding should go annually to water research. Funding should go specifically to the areas of water demand and use, water supply augmentation, and other institutional research topics. The book notes that overall federal funding for water research has been stagnant in real terms for the past 30 years and that the portion dedicated to research on water use and social science topics has declined considerably.

This report calls on policy makers to recognise the issues at stake in water resource management in agriculture and gives them the tools to do so, offering a wealth of information on recent trends and the outlook for water resource use in agriculture.

In some coalbeds, naturally occurring water pressure holds methane-the main component of natural gas-fixed to coal surfaces and within the coal. In a coalbed methane (CBM) well, pumping water from the coalbeds lowers this pressure, facilitating the release of methane from the coal for extraction and use as an energy source. Water pumped from coalbeds during this process-CBM 'produced water'-is managed through some combination of treatment, disposal, storage, or use, subject to compliance with federal and state regulations. CBM produced water management can be challenging for regulatory agencies, CBM well operators, water treatment companies, policy makers, landowners, and the public because of differences in the quality and quantity of produced water; available infrastructure; costs to treat, store, and transport produced water; and states' legal consideration of water and produced water. Some states consider produced water as waste, whereas others consider it a beneficial byproduct of methane production. Thus, although current technologies allow CBM produced water to be treated to any desired water quality, the majority of CBM produced water is presently being disposed of at least cost rather than put to beneficial use. This book specifically examines the Powder River, San Juan, Raton, Piceance, and Uinta CBM basins in the states of Montana, Wyoming, Colorado, New Mexico, and Utah. The conclusions and recommendations identify gaps in data and information, potential beneficial uses of CBM produced water and associated costs, and challenges in the existing regulatory framework.

The Global Water System in the Anthropocene provides the platform to present global and regional perspectives of world-wide experiences on the responses of water management to global change in order to address issues such as variability in supply, increasing demands for water, environmental flows and land use change. It helps to build links between science and policy and practice in the area of water resources management and governance, relates institutional and technological innovations and identifies in which ways research can assist policy and practice in the field of sustainable freshwater management. Until the industrial revolution, human beings and their activities played an insignificant role influencing the dynamics of the Earth system, the sum of our planet‘s interacting physical, chemical, and biological processes. Today, humankind even exceeds nature in terms of changing the biosphere and affecting all other facets of Earth system functioning. A growing number of scientists argue that humanity has entered a new geological epoch that needs a corresponding name: the Anthropocene. Human activities impact the global water system as part of the Earth system and change the way water moves around the globe like never before. Thus, managing freshwater use wisely in the planetary water cycle has become a key challenge to reach global environmental sustainability.

In most network industries, new dynamics are leading to an unprecedented opening up to competition and private sector participation. With the development of a single European market, the in-stages liberalisation process of public utilities has spread to almost all sectors. However, the water supply and sanitation (WSS) sector is considered somehow different and it has been excluded until recently from the restructuring processes achieved in other sectors. Water and Liberalisation: European Water Scenarios presents a better understanding of the specific demands of the WSS sector. Covering the operators' strategies, the regulatory dynamics as well as their interactions on the evolution of the sector, it addresses the likelihood, the nature, and the forms the WSS sector may take in Europe in the foreseeable future. Minnesota has a unique role in U.S. water policy. Hydrologically, it is a state with more than 12,000 lakes, an inland sea, and the headwaters of three major river systems: the St Lawrence, the Red River of the North, and the Mississippi. Institutionally, Minnesota is also unique. All U.S. states use Total Maximum Daily Load (TMDL) approaches to addressing impaired waters. Every TMDL requires a substantial investment of resources, including data collection, modeling, stakeholder input and analysis, a watershed management plan, as well as process and impact monitoring. Minnesota is the only state in the union that has passed legislation (the 2007 Clean Water Legacy Act) providing significant resources to support the TMDL process. The book will be an excellent guide for policymakers and decision makers who are interested in learning about alternative approaches to water management. Non-governmental organizations interested in stimulating effective water quality policy will also find this a helpful resource. Finally, there are similarities between the lessons learned in Minnesota and the goals of water policy in several other states and nations, where there are competing uses of water for households, agriculture, recreation, and navigation.

The main objective of the Water Framework Directive in the European countries is to achieve a “good status” of all the water bodies, in the integrated management of river basins. In order to assess the impact of improvement measures, water quality models are necessary. During the previous decades the progress in computer technology and computational methods has supported the development of advanced mathematical models for pollutant transport in rivers and streams. This book is intended to provide the fundamental knowledge needed for a deeper understanding of these models and the development of new ones, which will fulfil future quality requirements in water resources management. This book focuses on the fundamentals of computational techniques required in water quality modelling. Advection, dispersion and concentrated sources or sinks of contaminants lead to the formulation of the fundamental differential equation of pollutant transport. Its integration, according to appropriate initial and boundary conditions and with the knowledge of the velocity field, allows for pollutant behaviour to be assessed in the entire water body. An analytical integration is convenient only in one-dimensional approach with considerable simplification. Integration in the numerical field is useful for taking into account particular aspects of water body and pollutants. To ensure their reliability, the models require accurate calibration and validation, based on proper data, taken from direct measurements. In addition, sensitivity and uncertainty analysis are also of utmost importance. All the above items are discussed in detail in the 21 chapters of the book, which is written in a didactic form for professionals and students.

This prestigious volume consists of the proceedings of the 1st ever Water Summit to be convened in the world. Under the theme, Water Security: Leadership and Commitment, the 1st Asia-Pacific Water Summit (1st APWS) convened political leaders of the region and high level dignitaries in December 2007 in Beppu City, Oita Prefecture in Japan, offering them a platform to make commitments and launch initiatives to tackle the water challenges. The contents include speeches by His Imperial Highness the Crown Prince of Japan, Chairman of the UNSGAB His Royal Highness Prince Willem-Alexander of The Netherlands, President of the Asia-Pacific Water Forum Mr Yoshiro Mori, Prime Minister of Japan Mr Yasuo Fukuda, Ambassador-at-Large of the Republic of Singapore Professor Tommy Koh, United Nations Secretary-General Mr Ban Ki-moon, and 10 Heads of Government from the region.
