This book presents an analysis of the main traits of the Turkish political culture and articulates some of the most important deeply embedded social qualifications of political life in Turkey. It reveals that when water management is historically and socially shaped by heavily technical knowledge systems of engineering it becomes a particularly useful tool for various political interests. The book analyses how Turkish freshwater management is socially constructed as both an engineering discourse and a paternalistic bureaucratic transaction. Such a construction stands in stark contrast to the water management discourse of the European Water Framework Directive (WFD), the European Union’s common water policy. Most studies of water scarcity in the Middle East conclude that there is a significant risk of imminent conflict, even warfare, between states in the region. This book demonstrates that the evidence does not support this doom-laden prediction. Indeed, the authors show that although water scarcity has occasionally played a role in disputes in the Middle East, it has much more often promoted co-existence between adversaries. The reasoning behind this hypothesis is that water is too critical to be put at risk by warfare.

Water Security in the Middle East explores the extent and nature of water security problems in transboundary water systems in the Middle East. This collection of essays discusses the political and scientific contexts and the limitations of cooperation in water security. The contributors argue that while conflicts over transboundary water systems in the Middle East do occur, they tend not to be violent nor have they ever been the primary cause of a war in this region. The authors place water disputes in larger political, historical and scientific contexts and discuss how the humanities and social sciences could contribute more towards this understanding. They also contend that international sharing of scientific and technological advances can significantly increase access to water and improve water quality. While scientific advances can and should increase adaptability to changing environmental conditions, especially climate change, national institutional reform and the strengthening of joint commissions are vital. The contributors indicate ways in which transboundary cooperation may move from simple and intermittent coordination to sophisticated, adaptive and equitable modes of water management.
